Notice is hereby given that the Library Advisory Board of the City of Coppell, Texas,
met in the 2nd Floor at 255 E. Parkway Boulevard at 7 p.m.
1. Call to Order
The meeting was called to order by Library Board Chair Carla Madrigal at 7:00
p.m.
Also present were Library Board Vice Chair Anne Diamond; Library Board
Members Frank Gasparro, Seth L. Phillips, Haridas Radhakrishnan, Radhika
Rajgopal Singh; Alternate Board Members Elizabeth Mink and Manisha N.
Pagedar; and Youth Advisors Ananya Gogula and Maiya A. Krishna.
Library Board Member Martha Garber was absent.
Staff in attendance were Library Manager Alexis Wellborn and Administrative
Services Coordinator Laurie Arnold.

33 Approval of Minutes from June 12, 2025
Board Member Haridas Radhakrishnan moved to approve the Minutes from
June 12, 2025, as presented. Board Vice Chair Anne Diamond seconded the
motion. The motion carried by unanimous vote.
A, Review and discuss Library Board Goals and Objectives
Board Member Haridas Radhakrishnan reviewed and discussed the Library
Board's Goals and Objectives. A small question and answer session with
Library Manager, Alexis Wellborn, followed.
The Library is currently updating their Strategic Plan to align with the
Community Experiences Master Plan. When complete, the Library Advisory
Board will have an opportunity to update their Goals and Objectives
accordingly.
5. Library Manager's Report
Library Manager, Alexis Wellborn, reviewed statistics, programs and
operations for the Library.
Emily Plagens has been promoted to Library Supervisor. Formerly an Adult
Services Librarian, Emily will supervise the Library Clerks.
The Summer Reading Party was well attended with approximately 300 guests.
Participants in Summer Reading read 20 minutes per day for a total of 3500
total days of reading.
The Library is currently researching possible new integrated library systems
(ILS). As part of a good stewardship program, regular system reviews will
continue every five (5) years.
In October, the City Secretary's office will be interviewing all new and expiring
Boards and Commissions candidates.
-A discussion ensued regarding the responsibility to cancel meetings. Library
Board Liaison Alexis Wellborn and Library Board Recording Secretary Laurie
Arnold will speak with the City Secretary's office.

September 3 - Game Night
September 6 - Sensory Bottles for Adults with Dementia
6. Adjournment
There being no further business before the Library Advisory Board, the
meeting was adjourned at 7:18 p.m.
