Mayor and City Council:
My firm serves as the advisor to the debtholder for a landowner in the Coppell Municipal Utility
District. Although the City of Coppell's absorption or non-absorption of this District would not
have a direct effect on my firm or client, I believe that my participation in the discussion of, or
vote on, the issue could create the perception of a conflict of interest.
Although the Local Government Code contains no language specifically precluding me from
voting on this matter, the Texas Attorney General's Office has informed me that the Code
reflects "minimum requirements" for a declaration of a "Conflict of Interest." Pursuant to
Section ET 51.01 of the Professional Standards of the American Institute of Certified Public
Accountants, which states "...a certified Public Accountant assumes an obligation of self-
discipline above and beyond the requirements of laws and regulations", I respectfully abstain
from discussion, or voting in any matters pertaining to the Coppell Municipal Utility District.
Very truly yours,
Mitch Reitman
