ORDINANCE NO. 285
AN ORDINANCE OF THE CITY OF COPPELL, TEXAS, ADOPTING
AN OFFICIAL STREET NUMBERING SYSTEM: ADOPTING AN OFFICIAL STREET
MAP AND PROVIDING THAT THE SAID STREET NUMBERING MAP BE RETAINED AS
A PART OF THE OFFICIAL RECORDS OF THE CITY SECRETARY; REPEALING ALL
PARTS OF ORDINANCES IN CONFLICT WITH THIS ORDINANCE; SPECIFICALLY RE-
PEALING ORDINANCE NO. 108 AND AMENDMENTS THERETO; PROVIDING A SEVERABILITY
CLAUSE: PROVIDING A PENALTY CLAUSE: AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COPPELL,
TEXAS:
I. GENERALLY
Section 1. COMPLIANCE GENERALLY
Duildings must be numbered in compliance with this article and

S~lction 2. BUILDING NUMBER REQUIRED
The owner or occupant of each building in the city shall place
and inaintain on the building an official building number in a conspic-
u..us place fhat can be clearly seen from the public street. This re-
q,lirelnent does not apply to accessory buildings.
S!Ictien 3. BASIC UNITS OF SPACE FOR NUMBERING
Tl~e basic unit of space for numbering along public streets ~d
public access is twenty-five (25) feet; however, in shopping cenfers,
tllwn house areas, apartment areas and other building complexes where the
b!lilding official determines that the twenty-five (25) foot unit is not
adequate, he may assign a basic unit of ten (10) feet.
Section 4o DESIGNATION OF NUMBERS
~he building official shall designate the official number which
is to be placed on each building. A person may request an official number
d,-signation by submitting a legal description and site plan demonstrating
the proposed numbering system to the buildin9 official for approval.
Sl~ction 5. SPECIFICATIONS
/ln official building number placed pursuant to this article must
be at least three (3) inches high, composed of a durable material app-
ri~vect by the building official, and of a color which provides a contrast
to the background.
Section 6. WHEN POSTED
Building numbers must be placed within ten(lO) days after a new
building is completed.
Section 7. ODD AND EVEN NUMBERS
Odd numbers shall be assigned to the south side, and even numbers
assigned to the north side, of streets and public accesses running east
and west or substantially in that direction. Odd numbers shall be ass-
igned to the west side, and even numbers to the east side, of streets
and public accesses running north and south or substantially in that
direction.
Section 8. REAR NUMBERING
(a.) Required.
It shall be the duty and responsibility of every owner, agent or
occupant of any house or nonresidential structure with the city limits to
also post or display the official house number (s) assigned to each pro-
perty in the rear of such property in such a manner as to be legible and
plainly visible from the alley. Such numbers shall be at least three (3)
inches high, and shall be constructed of a durable, bright material or shall
be painted on the permanent structure and of a color which provides a contrast
to the background. Such numbers shall not be located more than 10 (10)
feet from the rear property line, shall be affixed to permanent structure
such permanent structures, the number shall be attached to a post mounted
inconcrete and erected for this purpose. Those structures without alley
access are exempt from these requirements.
Nonresidential structures shall in addition display the business
name on the outside of at least one rear door. Structures with more than
one rear door shall also display the address numbers on all such doors as
prescribed above.
(b) Duty and responsibility of owner, agent or occupant, penalty.
It shall be the duty and responsibility of every owner, agent or
occupant of any property in the city limits to comply with the provi-
sions and requirements of this ordinance within six (6) months from the
date of passing of the ordinance from which this section derived. Further
it shall be the duty and responsibility of the owner, agent or occupant of
all property to continuously maintain such numbers as to be plainly vis-
ible and legible from the alley at all times. Failure to comply therewith
shall become a misdeemeanor and, upon conviction, shall be liable to a fine
as provided in Section 19.
Section 9. NUMBERING DURING CONSTRUCTION
Lots with buildings under construction must display numbers from
the time construction begins. The number must be displayed so that it is
easily readible from the street. Lots with rear access must display
numbers in rear also. Building numbers must be posted and easily read-
ible from nearest access on all temporary electrical poles. Construction
may be halted for violation of this paragraph.
II. BUILDING COMPLEXES
Section 10. GENERALLY
A building complex composed of multiple structures must have an
official number assigned to each building. Each unit within each building
must also be assigned an official number. If there is sufficient street
frontage, each unit or building may be assigned an official street address
number. The official number must be prominently posted on the building so
that it is visible, where possible, from the nearest vehicular access.
The official number for each unit must be conspicuously posted on the unit.
Section ll. DIAGRAM OF MALL AREAS
The owner of a building complex which contains a mall area shall
submit to the police and fire department a diagram of the complex, in-
dicating the location of each business. When a change in a business
location is made, the owner shall advise the police and fire departments
of the change in writing.
Section 12. BUILDINGS NOT VISIBLE FROM VEHICULAR ACCESS
If a building is situated within a complex in such a way that it
is not visible from a vehicular access, the owners shall post and maintain
directional signs along the nearest vehicular access indicating the loca-
tion of the building by building number and unit numbers.
Section 13. DIRECTIONAL SIGNS
(a) For the purpose of this section, an "entrance" to a complex
is a point at which vehicular access to the complex, other than a public
street, intersects with a public street.
(b) In a building complex composed of multiple structures which
contains internal vehicular accesses, if each official building number is
not discernible from the public street, the owners of the building com-
plex shall post directional signs at each entrance to the complex and at
each intersection of vehicular accesses, other that public streets, within
the complex.
(c) The directionsl signs must indicate the direction to the build-
ings and units by numbers, must be legible from the vheicular access and
must be painted with a color which is in contrast to the background.
III. ADMINISTRATIVE
Section 14. STREET NUMBERING MAP
The map attached hereto as Exhibit "A" is hereby
adopted as the official street numbering map of the City of Coppell,
Texas.
Section 15. SPECIAL HANDELING OF MAP
Due to the size of the Map attached hereto as
Exhibit "A" it is directed that the Original of this Ordinance be
attached to the official map and the map and ordinance be kept in
the Office of the City Secretary as a part of the official records of
that office and a duplicate original of this ordinance without the map
(Exhibit "A") attached, be placed in the Official Ordinance Book.
Section 16. REPEALING CLAUSE
All parts of ordinances inconsistent or in conflict with the
provisions of this ordinance are hereby repealed. Ordinance No. 108 and all
amendments thereto are hereby specifically repealed. However, the repeal
of existing ordinances by this ordinance shall not affect or prevent the
prosecution or the punishment of any person for any act done or committed
prior to the effective date of this ordinance in violation of any ordinance
hereby repealed~ and presecution for such offenses may be instituted and
causes presently pending proceded within all respects as if such prior or-
dinance or ordinances had not been repealed.
Section 17. SEVERABILITY CLAUSE
If any article, paragraph or subdivision, clause or provision of
this ordinance shall be adjudged invalid or held unconstitutional, the same
shall not affect the validity of this ordinance as a whole or any part or
provision thereof, other than the part so decided to be invalid or un-
constitutional.
Section 18. PENALTY CLAUSE
Any person, firm or corporation violating any of the provisions of this
ordinance shall be deemed guilty of a misdemeanor and, upon conviction, shall
be punished by a penalty or fine not to exceed the sum of Two Hundred Dollars
(200.00) for each offense, and each and every day such offense is continued
shall constitute a new and separate offense.
Section 19. EFFECTIVE DATE
This ordinance shall take effect immediately from and after the
publication of its caption, as the law in such cases provides.
