Minutes of March 8, 2001
The Keep Coppell Beautiful Committee met on March 8, 2001 at 7pm in the Second Floor
Conference Room at Town Center, 255 Parkway Boulevard, Coppell, Texas. The following
members were present; Diana Sircar, Chairperson, Jeannie Farrier, Co-chairperson, Pat Lambert,
Julia Petty, Thomas Guidry, Jr, Scott Braugh and Amanda Vanhoozier, City of Coppell, liaison.
Member not present was: Barbara Piels
Item one: Call to Order - Diana Sircar called the meeting to order.
Item two: Approval of Minutes from February 15, 2001- Minutes were approved.
Item three: Citizen's Forum - There were no citizens present.
Item four: Proposal for amendment to Ordinance No. 96769 sec. 2-3-7
The motion to recommend to council an amendment for sec. 2-3-7 to read..."A position
of Coordinator will be established to coordinate the activities of the Committee. The
coordinator shall be a non-voting ex-officio member of the Committee and shall be a city
employee designated by the city manager. "and sec. 2-3-6 SUBCOMMITTEES to
read..."The Committee may..." This motion was approved by the committee.
Item five: Adopt-A-Location Status and Action-
Diana added empty lots targeted during the litter index to be added to the list of high
priority locations. The committee members gave reports of groups' renewal status from
the calls they had made. There was a reassignment of location for the Chamber of
Commerce from Beltline to Coppell Rd. from Bethel Rd. to Plantation. The committee
discussed the need for additional groups to cover the high priority locations. The
committee wants to recognize the Coppell Youth Leadership project to clean up Denton
Creek at their city meeting on March 19th.
Item six: Update and action on Keep America Beautiful Pre-certification process
Diana thanked the pre-certification committee, Pat Lambert, Barbara Piels, and Thomas
Guidry for their extensive work on the KAB document. The document and copies have
been sent to Keep Texas Beautiful and Keep America Beautiful. Additional copies are
available for city council, the committee, and city office. The committee decided on
having the reception before the City Council Meeting on April 10th with a proclamation
announcing affiliation with KAB. Amanda will make arrangements with city secretary
office.
Item seven: Discussion of Clean Coppell-Earthweek 2001 The committee discussed
the options of having the event on April 21 st, or moving the entire event to Spirit of
Coppell May 19th or keeping the clean-up and a few activities on the 21 st and having the
earthfest at the May 19th event. The committee was in agreement to continue to build on
the Clean Coppell-Earthweek with a total environmental event. And to have an
informational booth at Spirit of Coppell to reach further in the community on Saturday
May 19th.
The committee will assist in the Grocery Bag Decoration, Litter Getter Contest, Eco-
shopping Game, and Water Conservation. On the day of the event, the committee will
organize the registration booth and help with all the main areas of the Earthfest. Diana
has secured a local band to play from 10-1:30. The committee set the site plan for the
event.
Item eight: Appointment of three members to the Plant Palette Subcommittee
requested by City Council The three members to the subcommittee volunteered to help
make the Plant Palette change recommendations to council with a target date of August.
Subcommittee members from KCB are Thomas Guidry, Julia Petty, and Diana Sircar.
Barbara Piels will be asked if she would like to work with the subcommittee.
Item nine: New Business to be placed on next meeting's agenda - Clean Coppell-
Earthweek, KAB training date.
Next meeting: April 19, 2001, 7pm, Second Floor Conf. Room, Town Center.
