The City Council of the City of Coppell met in Regular Called Session on
Tuesday, April 24, 2001, at 6:00 p.m. in the City Council Chambers of Town
Center, 255 Parkway Boulevard, Coppell, Texas. The following members were
present:
Candy Sheehan, Mayor
Larry Wheeler, Mayor Pro Tem
Greg Garcia, Councilmember
Jayne Peters, Councilmember
Diana Raines, Councilmember
Marsha Tunnell, Councilmember
Doug Stover, Councilmember
Bill York, Councilmember
Also present were Deputy City Manager Clay Phillips, City Secretary Libby Ball
and City Attorney Robert Hager.

Mayor and Council met in Chambers to have their pictures taken.

1. Call to order.
Mayor Pro Tem Wheeler called the meeting to order and determined that a quorum was present and convened
into Work Session.

A. Presentation by Pete Tart regarding financing issues of
the St. Joseph property.
B. Discussion of proposed changes to the Daily Water
Conservation Plan.

3. Invocation.
Pastor Wayne McDonald, Metrocrest Community Church, led those present in
the invocation.
4. Pledge of Allegiance.
Mayor Pro Tem Wheeler led those present in the Pledge of Allegiance.
5. Report by Parks and Recreation Board.
Rene' Lawson, Vice Chair, 336 Plantation Drive, gave the semi-annual report of
the Parks and Recreation Board.
6. PROCLAMATIONS:
A. Consider approval of a proclamation honoring Monisha
Charani, Vicki Stoutenburg, Kaori Tanaka and Meredith
White for earning the Girl Scout Gold Award, and
authorizing the Mayor to sign.
B. Consider approval of a proclamation naming April 25 as
NATIONAL SECRETARY'S/OFFICE PROFESSIONAL'S DAY,
and authorizing the Mayor to sign.

C. Consider approval of a proclamation naming April 27,
2001 as ARBOR DAY, and authorizing the Mayor to sign.
D. Consider approval of a proclamation proclaiming April 22,
2001 through April 28, 2001 VICTIMS' RIGHTS WEEK,
and providing City Council support and endorsement of
Victims' Rights Week activities and authorizing the
Mayor to sign.
E. Consider approval of a proclamation naming April 29-May
5 as SKIP A MEAL FOR THE WORLD'S CHILDREN WEEK,
and authorizing the Mayor to sign.
F. Consider approval of a proclamation naming May 5, 2001
as PROJECT GRADUATION AWARENESS DAY, and
authorizing the Mayor to sign.
G. Consider approval of a proclamation naming May 6-12 as
NATIONAL NURSE APPRECIATION WEEK, and authorizing
the Mayor to sign.
H. Consider approval of a proclamation naming May 1-5 as
MUNICIPAL CLERK'S WEEK, and authorizing the Mayor to
sign.
A. Mayor Pro Tem Wheeler read the Proclamation for the record and
presented the same to Vicki Stoutenburg, Kaori Tanaka and
Meredith White.
Councilmember York moved to approve a proclamation honoring

Councilmember Peters seconded the motion; the motion carried

Councilmember Tunnell moved to approve of a proclamation
naming April 25 as NATIONAL SECRETARY'S/OFFICE
PROFESSIONAL'S DAY, and authorizing the Mayor to sign.
Councilmember Peters seconded the motion; the motion carried
6-0 with Mayor Pro Tem Wheeler and Councilmembers Garcia,
Peters, Raines, Tunnell, and York voting in favor of the motion.
C. Mayor Pro Tem Wheeler read the Proclamation for the record and
presented the same to Tracy Garman and Rene' Lawson.
Councilmember Raines moved to approve a Proclamation naming
April 27, 2001 as ARBOR DAY, and authorizing the Mayor to sign.
Councilmember Peters seconded the motion; the motion carried
6-0 with Mayor Pro Tem Wheeler and Councilmembers Garcia,
Peters, Raines, Tunnell, and York voting in favor of the motion.
D. Mayor Pro Tem Wheeler read the Proclamation for the record and
presented the same to Lori Walker.
Councilmember Peters moved to approve a Proclamation
proclaiming April 22, 2001 through April 28, 2001 VICTIMS'
RIGHTS WEEK, and providing City Council support and
endorsement of Victims' Rights Week activities and authorizing the
Mayor to sign. Councilmember Garcia seconded the motion; the
motion carried 6-0 with Mayor Pro Tem Wheeler and
Councilmembers Garcia, Peters, Raines, Tunnell, and York voting
in favor of the motion.
E. Mayor Pro Tem Wheeler read the Proclamation for the record and
presented the same to Andi Case.
Councilmember Tunnell moved to approve a Proclamation naming
April 29-May 5 as SKIP A MEAL FOR THE WORLD'S CHILDREN
WEEK, and authorizing the Mayor to sign. Councilmember York
seconded the motion; the motion carried 6-0 with Mayor Pro Tem
Wheeler and Councilmembers Garcia, Peters, Raines, Tunnell, and
York voting in favor of the motion.
F. Mayor Pro Tem Wheeler read the Proclamation for the record and
presented the same to Debbie Blair and the Coppell High School
Seniors present.

Councilmember Peters moved to approve a Proclamation naming
May 5, 2001 as PROJECT GRADUATION AWARENESS DAY, and
authorizing the Mayor to sign. Councilmember York seconded the
motion; the motion carried 6-0 with Mayor Pro Tem Wheeler and
Councilmembers Garcia, Peters, Raines, Tunnell, and York voting
in favor of the motion.
G. Mayor Pro Tem Wheeler read the Proclamation for the record.
Councilmember Tunnell moved to approve a Proclamation naming
May 6-12 as NATIONAL NURSE APPRECIATION WEEK, and
authorizing the Mayor to sign. Councilmember Raines seconded
the motion; the motion carried 6-0 with Mayor Pro Tem Wheeler
and Councilmembers Garcia, Peters, Raines, Tunnell, and York
voting in favor of the motion.
H. Mayor Pro Tem Wheeler read the Proclamation for the record and
presented the same to Libby Ball.
Councilmember Tunnell moved to approve a Proclamation naming
May 1-5 as MUNICIPAL CLERK'S WEEK, and authorizing the
Mayor to sign. Councilmember York seconded the motion; the
motion carried 6-0 with Mayor Pro Tem Wheeler and
Councilmembers Garcia, Peters, Raines, Tunnell, and York voting
in favor of the motion.
7. Citizen's Appearances.
There was no one signed up under this item.
8. Consider approval of the following consent agenda items:
A. Consider approval of minutes: April 10, 2001.
B. Consider approval of a Resolution amending Resolution
#010996.3, as heretofore amended, with regard to Right-
of-Way Use Permit Fees, and authorizing the Mayor to
sign.
C. Consider approval of an ordinance abandoning a 4-foot
portion of an existing sanitary sewer easement on Lot 22,
Block B Northlake Woodlands Section V and accepting the

dedication of a 4-foot sanitary sewer easement on Lot 22,
Block B Northlake Woodlands Section V; and authorizing
the Mayor to sign.
D. Consider approval of awarding Bid/Contract No. (~-0301-
01 to Durable Specialties, Inc. in the amount of $57,700,
as provided for in Capital Improvement Project (CIP)
Funds, for the installation of a traffic signal for Fire
Station #2 located on MacArthur Blvd. at Condor Drive;
and authorizing the City Manager to sign.
E. Consider approval of the resignation of Ted Brown from
the Telecommunications Board.
Councilmember Tunnell moved to approve Consent Agenda Items A, B
carrying Resolution No. 2001-0424.1, C carrying Ordinance No.
2001-945, D, and E. Councilmember York seconded the motion; the
motion carried 6-0 with Mayor Pro Tem Wheeler and Councilmembers
Garcia, Peters, Raines, Tunnell, and York voting in favor of the motion.
There was a short recess held at this time.
9. City Manager's Report. A. Update on Wagon Wheel and MacArthur Parks.
B. City Statuary.
C. Construction Activities.
D. E-Gov Update.
A. Clay Phillips, Deputy City Manager, gave an update on the Wagon
Wheel and MacArthur Parks.
B. The City Statuary item was delayed to a later meeting.
C. Clay Phillips, Deputy City Manager, discussed the construction at
Moore Road and Sandy Lake Road and announced that the
intersection is now open.
D. Clay Phillips, Deputy City Manager, asked Councilmembers York
and Peters to serve on the E-Gov Community Advisory Task Force.

10. Mayor and Council Reports. A. Report by Mayor Sheehan regarding Coppell Youth
Leadership Graduation.
B. Report by Mayor Sheehan regarding Easter Egg Hunt and
Bunny Brunch.
C. Report by Mayor Sheehan regarding Clean Coppell.
D. Report by Mayor Sheehan regarding update on State
Legislation.
E. Report by Councilmember Raines regarding YMCA.
F. Report by Mayor Pro Tem Wheeler regarding refurbishing
of the old fire truck.
G. Report by Councilmember Peters regarding Senior Adult
Services update.
A. Councilmember Peters reported on the Coppell Youth Leadership
Graduation that was held April lath at the Coppell Chamber of
Commerce Luncheon.
B. Councilmember Peters announced that there was a wonderful
turnout for the Easter Egg Brunch held on Saturday, April 14,
2001.
C. Mayor Pro Tem Wheeler reported on the success of the Clean
Coppell - Earthweek activities on April 21,2001.
D. Mayor Sheehan will discuss this item at a later date.
E. Councilmember Raines announced that the Coppell YMCA is
accepting nominations for the Father of the Year and the YMCA
will be holding the World's Largest Run on June 2nd to celebrate
the YMCA's 150th Anniversary.
F. Mayor Pro Tem Wheeler requested that the City refurbish the old
fire truck that is currently owned by the City. He also proposed
that we have the truck available at all City events and request
donations for the refurbishing the truck.
G. Councilmember Peters reported that the Senior Adult Services held
their Volunteer Luncheon on Saturday, April 21st and recognized
some Coppell residents for their contributions.

Mayor Pro Tem Wheeler reconvened the Work Session to discuss the
remaining items on the Work Session.
