ORDINANCE NO. 211
AN ORDINANCE OF THE CITY OF COPPELL, TEXAS, ESTABLISHING A
PARKS AND RECREATION BOARD; PROVIDING FOR APPOINTMENT OF MEMBERS
TO SUCH BOARD; ESTABLISHING THE BOARD'S GENERAL DUTIES; PROVIDING A
SEVERABILITY CLAUSE AND ESTABLISHING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COPPELL,
TEXAS:
SECTION 1. SHORT TITLE.
This ordinance shall be known as the Citv of Coppell "Parks and Recreation
Board Ordinance."
SECTION 2. PARKS AND RECREATION BOARD.
A Parks and Recreation Board is hereby established.
a) Members: The Parks and Recreation Board shall Consist of seven (7)
members appointed bv the City Council.
b) Terms of Members: In order to provide for two-year staggered terms of
office, three (3~ members of the first Board appointed shall be appointed for a one-year
term and four (4~ members shall be appointed for two-year terms. Thereafter,
members of the Board sba]] be appointed for two-vear terms. Any vacancy created
on the Board shall be filled by majority vote of the City Council for the portion of
such unexpired term.
el AH members shall serve without Day.
d] Officers: The Parks and Recreation Board sha]] e]ect annually a chairman,
vice-chairman and secretary for one-vear terms of office, or until their successors are
elected. The chairman may bold office for two (2~ terms after which one (l~ term
must elapse before being eligible for re-e]ection. In the event a vacancy occurs in
the office of chairman, the vice-chairman shah assume the duties of chairman until
the next regular meeting of the Board, at which time the Board shall elect a new
chairman. In the event a vacancy occurs in the office of vice-chairman or secretary,
the chairman may appoint a Board member to temporarily assume the duties of that
office until the next regular Board meeting at which time election shall be held to
fill such vacancy.
e) Meetings: The Parks and Recreation Board shall meet in regular session
at times established by the by-laws adopted by the Board and shall hold such special
meetings as shall be called by the chairman or upon written rec{uest of at ]east two
~2) members of the Board.
f) (Duorum: Four (4) members of the Parks and Becreation Board shall
constitute a cluorum.
g) Absence of members: If a Board member is absent from three (3) consecutive
regularly scheduled meetings or if a Board member is absent from fifty percent (50°A)
of the regularly scheduled meetings within a twelve-month period, without a valid
reason, the Board member shall be automatically divested of the eppointment, a vacancy
shah be declared and the City Council shall fill such vacancy.
h) Genera] duties: The Parks and Recreation Board sha]] have the following
powers and perform the following duties:
] ) The Board shah act only in an advisory capacity to the City Council
in aH matters pertaining to parks and recreation, shall aconaint itself
with and make a continuous study and inspection of the complete parks
and recreation system of the City; shall advise the City Counci] from
time to time, as to the present odd future maintenance, operation,
planning, acquisition, development, enlargement and use policy of the
City parks end recreation system.
2) Adopt a set of by-laws.
3) Encourage maintenance of parks, playgrounds, playfields, centers
and other properties owned by the City.
4) Encourage and supervise recreational programs for all ages, on
properties owned and controlled by the City.
5) Study and submit recommendations for improvement and expansion
of the park and recreation facilities and programs.
6) Cooperate with all agencies, groups and clubs concerned with
recreation in the City.
7) Submit reports to the City Council as from time to time mav be
reauested.
8) Recommend to the City Council rules and regu]ations governing the
use of parks and recreational facilities within the City.
SECTION 3. SEVERABILITY CLAUSE.
If any section, part of any section, parag. rsph or clause of this ordinance is
declared invalid or nnconstitutional for anT, reason, such declaration shall not be held
to invalidate or impair the validity, force or effect of any other sections, Dart of
sections, paragraphs or clauses of this ordinance.
SECTION 4. EFFECTIVE DATE.
This ordinance shah become effective from and ofter its oassage as the law
in such cases provides.
