ORDINANCE NO. 185
An Ordinance prescribing rules and regulations governing plats,
plans and subdivisions of land within the incorporated area of
Coppell, Texas, herein defined as the "City" containing certain
definitions; providing for final approval of subdivisions by
sections; prescribing regulations for streets, sidewalks, alleys,
sanitary utilities, and community facilities:
Providing for a penalty of not more than two hundred ($200.00)
dollars for each violation thereof; repealing all conflicting
ordinances; providing a validity clause; and providing an effect-
tive date.
Whereas, under the provisions of the Constitution and laws of the
State of Texas, including particularly Chapters 231, Acts of the
40th Legislature, Regular Session, 1927, as heretofore or hereafter
amended (compiled as Articles 974a and 6626, V.T.C.S.), and the
provisions of Section 4 of the Municipal Annexation Act (compiled
as Article 970a), as heretofore or hereafter amended, hereafter
every owner of any tract of land situated within the City of
Coppell; who may hereafter divide the same in two (2) or more
tracts described by metes and bounds or otherwise for the purpose
of laying out any subdivision of such tract of land or any add-
ition to said City; or for laying out suburban lots or building
lots, or any lots, and purchasers or owners of lots fronting thereon
or adjacent thereto, are required to submit a plat of such sub-
divisions or additions for approval by the Planning and Zoning
Commission of the City of Coppell; and
Whereas, the rules and regulations of the City established by ord-
inance, governing plats and subdivisions of the land, be and the
same are hereby extended to and shall apply to all of the area under
the extraterritorial jurisdiction of said City, as provided for in
the Municipal Annexation Act, enacted by the State of Texas and
which appears as Article 970a, Vernon's Annotated Civil Statutes.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY
OF COPPELL, TEXAS
On and after the passage of this Ordinance, any person, firm
or corporation seeking approval of any plat, plan or replat
of any subdivision of land within the City of Coppell, Texas
and its legally established extraterritorial jurisdiction
shall be required to comply with the requirements of this
Ordinance before such approval may be granted to-wit:
SECTION 1.
General
These regulations shall govern every person, firm, association
or corporation owning any tract of land within the City Limits
of the City of Coppell who may hereafter divide the same into
two or more parts for the. purpose of laying out any subdivision
of any tract of land or any addition to said City, or for
laying out suburban lots or buildings lots, or any lots streets,
alleys, parks or other portions intended for public use, or the
use of purchasers or owners of lots fronting thereon or adjacent
thereto.

SECTION 2.
Definitions
City or the City shall mean City of Coppell.
Subdivision shall mean the division of a tract or parcel
of land into two or more parts or lots for the purpose,
whether immediate or future, of sale or building develop-
ment or transfer of ownership, and shall include re-
subdivision.
Re-subdivision shall mean the division of an existing
subdivision, together with any changes of lot size
therein, or with the relocation of any street lines.
The word "Shall" shall be deemed as mandatory.
The word "May" shall be deemed as permissive.
Plat shall mean a map or chart of the subdivision. It
shall include plan, plat or replat, in both singular
or plural.
Commission shall mean the City Planning Commission.
City Council shall be the duly elected governing body
of the City of Coppell, Texas.

Administrative officers are any office referred to
by title, i.e., City Manager, City Attorney, City
Secretary, City Engineer, Director of Public Works,
etc., shall be the person so retained in this position
by the City, or his duly authorized representative.
Engineer shall be the City Engineer of the City of
Coppell, the City's Consulting Engineers, or their
duly authorized representatives.
Master Plan shall be the comprehensive plan of the
City and adjoining areas as adopted by the City
Council and the City Planning and Zoning Commission,
including all its revision. This plan indicates the
general location recommended for various land uses,
transportation routes, public and private buildings,
streets, parks, and other public and private develop-
ments and improvements.
Preliminary Plat shall be any lot, tract, or parcel
of land that is not to be recorded of record but is
only a proposed division of land for review and study
by the City.
Final Plat shall be any plat of any lot, tract, or
parcel of land requested to be recorded of record in
the Deed Records of Dallas County, Texas.
Replatting shall be the resubdivision of any part or
all of any block or blocks of a previously platted
subdivision, addition, tot or tract.
Street means a way for vehicular traffic whether
designated a street, highway, thoroughfare, parkway,
thoroughway, road, avenue, boulevard, land, place
or however otherwise designated.
Street Width shall be the shortest distance between
the lines which delinate the rights-of-way of a
street.
Residential Street - The phrase "Residential Street"
shall be a street which is intended primarily to
serve traffic within a neighborhood or limited
residential district and which is used primarily for
access to abutting properties. Residential streets,
as shown in the thoroughfare plan as prepared by the
North Central Texas Council of Governments, shall have
the following designation:
R3U-Residential, 3 Lanes, Undivided
R2U-Residential, 2 Lanes, Undivided

Collector Street - The phrase "Collector Street" shall
be a street which is continuous through several resi-
dential districts and is intended as a connecting street
between residential district and thoroughfares, highways
or business district. Collector streets as shown in the
thoroughfare plan as prepared by the North Central Texas
Council of Governments, shall have the following
designations:
C4D-Collector Street, 4 Lanes, Divided
C4U-Collector Street, 4 Lanes, Undivided
C2U-Collector Street, 2 Lanes, Undivided
Arterial - The word "Arterial" shall be a principle
traffic arterial more or less continuous across the
city or areas adjacent thereto, and act as a principle
connecting street with state and inter-state highways.
Arterials, as shown in the thoroughfare plan as prepared
by the North Central Texas Council of Governments, shall
have the following designations:

M6DA-Minor Arterial, 6 Lanes, Divided with partial access

M6D-Minor Arterial, 6 Lanes, Divided
M4D~Minor Arterial, 4 Lanes, Divided

Alley shall mean a. minor way used primarily for vehicular
service to the rear or side of properties otherwise
abutting on a street.
Cul-De-Sac shall mean a short residential street having
but one vehicular access to another street and terminated
by a vehicular turn around.
Dead End Streets shall mean a street other than a cul-
de-sac with only one outlet.

Easement shall mean an area for restricted use on
private property upon which any public utility shall
have the right to remove and keep removed all or part
of any buildings, fences, trees, shrubs, or other
improvements or growths which in any way endanger or
interfere with the construction, maintenance, or ef-
ficiency of its respective systems on any of these
easements. Any public utility shall at all times have
the right of ingress and egress to and from and upon
the said easements for the purpose of constructing,
reconstructing, inspecting, patrolling, maintaining
and adding to or removing all or part of its respect-
ive systems without the necessity at any time of
procuring the permission of anyone.
Building Line shall be a line beyond which buildings
must be set back from the street or road right-of-
way line or property line.
Standard Specifications and Codes-All improvements
within the City shall be in accordance with the standard
specifications and codes, with all revisions, as
adopted by the City of Coppell.
Trailer Courts are areas for renting or leasing sites
for Trailer Coaches.
SECTION 3.
Purposes, Authority and Jurisdiction
Under the authority of Article 974a of the Revised Civil
Statutes of the State of Texas, which article is hereby
made a part of these regulations, the Planning Commission
of the City of Coppe!l does hereby adopt the following
regulations to hereafter control the subdivision of
land within the corporate limits of the City of Coppell
and in the unincorporated areas lying within the extra
territorital jurisdiction of the city limits of Coppell,
in order to provide for the orderly development of the
areas and to secure adequate provisions for traffic, light,
air, recreation, transportation, water, drainage, sewage,
and other facilities.
As used herein, the term "subdivision" shall mean the
division of a tract or parcel of land into two (2) or
more lots for the purpose, whether immediate or future,
of sale or building or development, and shall include
resubdivision. "Resubdivision" shall mean any change in
the division of any existing subdivision or any change
in lot size therein, or the relocation of any street lines.

Any owner of land located inside of or within ½ mile
of the corporate limits of the City of Coppell wishing
to subdivide such land shall submit to the Planning
Commission a plan of subdivision which shall conform
to the minimum requirements set forth in these
regulations. An owner subdividing his land into parcels
of not less than five (5) acres each for agricultural
use and not involving new streets shall be exempt from
these requirements.
No subdivision plat shall be filed or recorded and no
lot in a subdivision inside of or within one-half(½)
mile of the corporate limits of the City of Coppell shall
be improved or sold, until the plat shall have been
considered by the Planning and Zoning Commission and
approved by the city council. The city shall have the
authority to prohibit the installation of public utilities
in unapproved subdivisions and to prohibit the issuance
of building permits for structures on lots in an un-
approved subdivision.
SECTION 4.
Procedure
4.01 PRE-APPLICATION CONFERENCE
4.02

Prior to the filing of a preliminary plat, the subdivider
shall consult with the City Administrator or his duly authorized
representative cDncerning the ultimate land use of the
proposed development, the suitability of the location of
the proposed subdivision, the most advantageous subdivision
plan, the arrangement of streets, alleys and lots, and
the layout of utility lines and availability of service
from trunk mains. Conditional approval as to the general
land use of the proposed subdivision must be obtained
from the City Administrator prior to preparation of the
preliminary plat.
APPLICATION PROCEDURE
All property not subdivided into lots, blocks, and streets,
or property to be re-subdivided, within the City or within
its jurisdiction shall hereafter be laid out under the
direction of the Planning Commission or, in the absence
of such a commission, by the City Council, or subject to
its approval, and no other subdivision will be recognized
by the City. Prior to the consideration of the plat by
the Planning Commission, the City Administrator and his
duly authorized representatives shall check the plat and
make recommendations.

It shall be unlawfull for any owner, or agent of any
owner, to lay out, subdivide, or plat any land into
lots, blocks, and streets within the City, or to sell
property therein, which has not been laid out, sub-
divided, and platted according to these regulations
and the rules of the Planning Commission.
No officer or employee of the City shall perform, or
cause to be performed, any work upon any streets or
in any addition or subdivision of the City, unless all
requirements of these regulations have been complied
with by the owner of the addition or subdivision.
The City hereby defines its policy to be that the City
will withhold, and it shall withhold, improvements of
any nature whatsoever, including the maintenance of
streets, issuance of building permits, or furnishing
of sewage facilities and water service, until the sub-
division plat has been approved by the City Council.
No improvements shall be initiated nor any contracts
executed until this approval has been obtained.
Any owner or developer of any lot, tract, or parcel of
land located within the corporate limits of the City or
within its jurisdiction who may wish to effect a sub-
division of such land shall conform to the general
procedure described as follows:
The subdivider shall prepare and submit to the
City Planning and Zoning Commission a PRELIMINARY
PLAT for its study and recommendations. The
preliminary plat shall then be submitted to the
City Council for final action.
After approval of the preliminary plat by the
City Council, the subdivider may then prepare a
FINAL PLAT of all or a portion of the land in-
cluded in the preliminary plat for submission to
and consideration by the Planning Commission for
final recommendations.
Upon final action on any such final plat by the
City Planning and Zoning Commission, the same
shall be referred to the City Council, and the
City Council shall at its next succeeding meeting
consider such final plat for acceptance of the
dedication of all public property therein set
forth, provided that the plat shall in all things
fully comply with the terms and provisions of
this Ordinance.

Upon acceptance of such plat and public properties by
the City Council, the Sub-Divider shall immendiately
cause such plat to be recorded in the Deed Records of
Dallas County, Texas. The recording of this plat shall
be the responsibility of the Sub-Divider.
4.03 PRELIMINARY PLAT

An application, in writing, for the approval of the
Preliminary Plat, together with six prints, shall be
filed with the City Administrator at least 15 consec-
utive calendar days before the meeting of the Planning
Commission, if the plat is to be considered at such
meeting. No plat will be considered by the City until
the prescribed filing fees have been paid.
The plat shall be drawn to a scale of one hundred feet
(100') to the inch, or larger, and shall show:
NEW FEATURES
The proposed name of the subdivision.
North point, scale, date, and approximate acreage of the
proposed subdivision.
The names and addresses of the subdivider and of the
engineer, surveyor, or planner.
The tract designation and other description according to
the real estate records of the City or County Auditor
and Recorder; also, designation of the proposed uses of
land within the subdivision.
The boundary line (accurate in scale) of the tract to be
subdivided.
Contours with intervals of 2 feet or less, referred to sea
level datum.
The names of adjacent subdivisions and/or the names of
record owners of adjoining parcels of unsubdivided land.
EXISTING FEATURES
The location, widths, and names of all existing or platted
streets or other public ways within or adjacent to the
tract, existing permanent buildings, railroad, rights-of-
way and other important features, such as abstract lines
political subdivision or corporation lines, and school
district boundaries.
Existing sewers, water mains, culverts, or other under-
ground structures within the tract and immediately
adjacent thereto with pipe sizes, grades, and locations
indicated.
All parcels of land intended to be dedicated for public
use or reserved in the deeds for the use of all property
owners in the proposed subdivision, together with the
purpose of conditions or limitations of such reservations,
if any.
The layout, names, and widths of proposed streets, alleys
and easements.
The layout, numbers, set-back lines, and approximate
dimensions of proposed lots, blocks, parks, etc.
UTILITIES
A plan of the proposed water and sanitary sewer lines
and proposed drainage facilities including drainage
areas, location of lines, inlets, culv., bridges, and
calculated runoff, and points of concentration.
LOCATION MAP
A location map of the proposed subdivision on a scale
of 1 inch to 2,000 feet showing existing and proposed
streets and thoroughfares covering an area at least
one mile outside the proposed subdivision.
CROSS-SECTION
Cross-sections of proposed streets showing the width
of pavement, type of pavement and location and width
of sidewalks.
APPROVAL BLOCK
The following notice shall be placed on the face of each
preliminary plat by the subdivider:
"Preliminary Plat for Review Purposes Only"
The following certificates shall be placed on the Pre-
liminary plat by the subdivider:

SUBMISSION
The Planning and Zoning Commission shall be furnished
with six (6) prints of the preliminary plat along
with a letter of transmittal stating briefly the type
of streets, drainage facilities, sanitary facilities
and water system fifteen (15) days or more before the
regular Planning and Zoning meeting.
The Planning Commission shall take action on any
preliminary plat submitted to them, in accordance
with these regulations, within thirty (30) days after
said plat is filed with the City Administrator. The
final action taken on the preliminary plat by the
Planning and Zoning Commission and the City Council
will not constitute in any manner the acceptance of
the subdivision nor the improvements to be placed
therein but will be merely an authorization to proceed
with the preparation of the final plat.
APPROVAL
The approval of the preliminary plat by the City
Council shall be effective for a period of one hund-
red eighty (180) days after the approval date, unless
reviewed by the City Council in the light of new or
significant information, which would necessitate the
revision of the preliminary plat, such revision being
subject to the same procedures as the original pre-
liminary plat, if a final plat fdrthe subdivision,
or a portion thereof, has not been submitted, or if
a change in requirements has not occurred which would
affect the preliminary plat, at the end of the 180
days after approval, then the City Council will de-
c!are the preliminary plat null and void, unless the
subdivider has requested and received an extension
of time.
4.04 FINAL PLAT
After approval of the preliminary plat by the Planning
and Zoning, a final plat, prepared by a registered
public surveyor or a registered engineer, bearing
his seal, shall be submitted to the Planning and Zon-
ing CommiSSion by filing in writing to the City
Secretary

Six (6) direct prints and two film positives of the
final plat shall be executed and filed with the City
Secretary at least 15 consecutive calendar days prior
to the meeting of the Planning and Zoning Commission
at which action is requested. No plat will be considered
by the City until the prescribed filing fees have been
paid. The final plat may constitute all or only a
portion of the approved preliminary plat, but any portion
thereof shall conform to all of the requirements of these
regulations. If final plats are submitted for approval
by portions or sections of the proposed subdivision,
each portion or section shall carry the name of the entire
subdivision but shall bear a distinguishing letter,
number, or subtitle. Block letters shall run consecutively
throughout the entire subdivision, even though such sub-
division might be finally approved in sections. Upon
receipt of the required copies of the final plat, the
detailed engineering plans and other required data, which
shall include the prescribed filing fee, individual cost
estimates for site improvements for water, sewer, storm
sewer, and paving improvements consisting of the following

The Planning and Zoning Commission will either recommend
approval or disapproval of the final plat and forward it
to the City Council. Any action taken by the City Council
shall be final, regardless of the previous action by the
Planning and Zoning Commission.
The final plat shall be drawn on sheets measuring 22 or
24 inches by 35 inches to a scale of 100 feet to the
inch,* and shall show or be accompanied by the following:

The boundary lines with accurate distances and bearings,
a metes and bounds description of the boundary (error
of closure shall not exceed one in five thousand), exact
acreage, and the exact location and width of all existing
or recorded streets intersecting the boundary of the
tract. One copy of the traverse closure sheet shall be
enclosed.
True bearings and distances to the nearest established
street lines, official monuments, or subdivision corner,
which shall be accurately described on the plat. Municipal,
township, county, or abstract lines shall be accurately
tied to the lines of the subdivision by distances and
bearings.
An accurate location of the subdivision in reference to
the deed records of the County which shall include the
volume and page of the deed of the property to be sub-
divided.

The length of all arcs, radii, internal angles,
points of curvature, length and bearing of the
tangents.
All easements for right-of-way provided for public
services or utilities and any limitations of the
easements.
All lot numbers and lines with accurate dimensions
in feet and hundredths and with bearings and angles
to street and alley lines to the nearest second.
The accurate location, material, and approximate size
of all monuments.
The accurate outline description of all property which
is offered for dedication for public use, such as parks,
etc., with the purpose indicated thereon, and all
property that may be reserved by deed covenant for the
common use of the property owners in the subdivision.
Building set-back lines.
Private restrictions.
Name of the proposed subdivision.
Name and address of the subdivider.

Construction plans and profiles shall be drawn on
sheets measuring 22 or 24 inches by 36 inches, shall
be the same size as the final plat, and shall include
the following:
A plan and profile of each street with top of
curb grades shown. Each sheet shall include
north point, scale, date and bench mark des-
cription to sea level datum. Scales shall be 1
inch equal 40 feet horizontally and 1 inch
equal 5 feet or 6 feet vertically. Each plan
shall show the seal and signature of the
registered professional civil engineer who
prepared the plans.
The cross-section of proposed streets showing
the width of roadways and type of pavement
and location and width of sidewalk.
A plan and profile of proposed sanitary sewers,
with grades and pipe sizes indicated and showing
locations of manholes, cleanouts, etc., and a
plan of the proposed water distribution system
showing pipe sizes and location of valves, fire
hydrants, and fittings, etc., in conformance
with the criteria as shown in the section of
the Chapter listed as "Improvemnts". Each plan
shall show the seal and signature of the
registered professional civil engineer who
prepared the plans. Each sheet shall include
north point, scale, date, and bench mark des-
cription to sea level datum.
A plan and profile of proposed storm sewers,
showing hydraulic data, pipe grades and sizes,
manholes, inlets, pipe connections, outlet
structures, etc., in conformance with the criteria
as shown in the section of the Chapter listed
as "Improvements". Each plan shall show the seal
and signature of the registered professional
civil engineer who prepared the plans. Each sheet
shall include north point, scale, date, and bench
mark description to sea level datum.
Certification by a registered professional civil engi-
neer or licensed land surveyor, registered in the State
of Texas, to the effect that the plan represents a
survey made by him or under his direct supervision and
that all the monuments shown thereon actually exists,
and that their location, size and material are correctly
shown.

A certificate of ownership and dedication of all streets,
alleys, parks, and playgrounds to public use forever,
signed and acknowledged before a Notary Public by the
owner and lienholder of the land, and a complete and
accurate description of the land subdivided and the
streets dedicated.
The following certificate shall be placed on the plat,
in a manner that will allow the filling in of the
certificate by the proper party:

The final plat shall be recorded by the Subdivider
in the office of the County Clerk of the County
within ten (10) days from and after the date of final
acceptance by the City Council.
Six (6) sets of plans and specifications for water,
sanitary sewer, paving and drainage improvements,
prepared by a registered professional civil engineer,
shall be approved and retained by the City prior to
any construction in the subdivision.
SECTION 5.
General Plat Requirements
STREETS
The arrangement, character, extent, width, grade and
location of all proposed streets shall conform to the
general plan of the community, and their relationship
shall be considered to that of the existing and planned
streets, to topographical conditions, to public con-
venience and safety, and in their appropriate relation
to the proposed uses of the land to be served by such
streets.
Where such is not shown in the general plan for the
community, the arrangements of streets in a subdivision
shall:
Provide for the continuation or appropriate pro-
jection of existing principal streets in surrounding
areas;
b. Conform to a plan for the neighborhood approved
or adopted by the City to meet a particular
situation where topographical or other conditions
make continuation of or conformance to existing
street impracticable;
c. Be laid out so that they shall intersect, as nearly
as possible, at right angles.
Residential streets shall be so laid out that their use
by through traffic shall be discouraged.
Street jogs with centerline offsets of less than 125
feet shall be avoided.
Street right-of-way widths shall conform to the City's
Thoroughfare Plan, and in no case shall any street
right-of-way be less than 50 feet.

Half streets shall be prohibited, except where necess-
ary to the reasonable development of the subdivision
in conformance with the other requirements of these
regulations and where the City finds it will be pracd -
cable to require the dedication of the other half when
the adjoining property is subdivided. Wherever a half
street has already been provided adjacent to an area
to be subdivided, the other remaining portion of the
street shall be platted within such subdivision. Where
part of a residential or collector street is being
dedicated along a common property line, the first
dedication shall be one-half on the proposed street
right-of-way plus 5 feet.
Cul-de-sacs shall not be longer than 600 feet from
the nearest intersecting street, and there shall be
provided at the closed end a turnaround having an
outside roadway diameter of at least 80 feet and a
street property line diameter of at least 100 feet.
All streets shall be paved, and paving shall conform
to the section, "Improvements", of these regulations.
All residential streets shall be paved 28 feet wide
face to face of curbs.
Street grades shall be established regarding topo-
graphy, proposed land use, and the facilities in
the area surrounding the land to be subdivided,
providing desirable minimum street grades of 0.50%.
An absolute minimum of 0.30% will be allowed.
Street name markers shall be installed in accordance
with the prescribed type currently in use by the
City of Coppell, or an approved equal, as approved
by the City Administrator. Street markers and erections
will be at the expense of the subdivider.
Driveway cuts or entrances shall not be permitted on
collector streets, minor arterials, or principle
arterials. All ingress and egress to residential lots
facing either collector streets or minor or principle
arterials shall have an alley provided for rear entr-
ance only.
ALLEYS
Alleys shall be provided in commercial and industrial
districts, except that the City may waive this require-
ment where other definite and assured provision is made for
service access, such as off-street loading, unloading,
and parking consistent with an adequate for the uses
proposed,

Alleys shall be provided in all residential areas of
SF-7 and SF-gand in all commercial, retail, or
industrial areas.
The minimum R.O.W. width of an alley shall be 20
feet in industrial and commercial areas and 20
feet in residential areas. Alley turn-outs shall
be paved to the property line and shall be at
least 10 feet wide face to face of curbs at that
point. Paving radius where alleys intersect
thoroughfares shall be 10 feet and shall be 5
feet at intersections with all other streets.
Alley intersections and sudden changes in align-
ment shall be avoided, but where necessary, lot
corners shall be cut off at least 15 feet on each
tangent to permit safe vehicular movement.
Dead-end alleys shall be avoided where possible,
but if unavoidable, shall be provided with adequate
turn-around facilities, as determined by the City.
All alleys shall be paved, and the paving shall
conform to the section, "Improvements", of these
Regulations. Alley paving shall be a minimum of
ten feet (10') wide in residential areas and
sixteen feet (16') wide in commercial and industrial
areas.
Where driveways connect to alleys in commercial,
industrial or residential areas, fences shall only
be constructed along the rear lot line of any lot
to a point within 5.0 feet of a point where the
driveway would intersect the alley pavement at
ninety degrees (90). Fences to be constructed along
any driveway or perpendicular to alleys shall not
be constructed within 5.0 feet of the rear lot line
or alley easement line.
LOTS
All lots shall conform to the regulations as set
forth in the City's Zoning Ordinance.
Corner lots in residential areas shall be wider than
inside lots so as to allow an appropriate set-back
from both streets.
Each lot shall face onto a public street, or private
drive. Lots with street frontage at both front and
rear shall be avoided except when backing on a high-
way or thoroughfare.

Side lines of lots shall be approximately at right
angles to straight street lines and radial to curved
street lines.
In subdivisions where buildings are to be served by
septic tanks, the size of lots shall be sufficiently
large to accomodate adequate drainage fields and to
meet the standards set forth by the Texas State
Department of Health and the City of Coppell.
Residential lots shall be a minimum of seventy feet
{70') wide at the front building line and a minimum
of one hundred feet (100') deep and shall have a
minimum area of seven thousand (7,000) square feet.
EASEMENTS
Easements across lots on rear or side lot lines shall
be provided for utilities when necessary and shall be
at least 15 feet wide.
Where a subdivision is bounded by a water course,
drainage way, channel, or stream, there shall be
provided a storm water easement or drainage right-of-
way conforming substantially to the lines of such
water course, or of such width to provide for any
future anticipated construction, plus 10 feet on
each side.
BLOCKS
The lengths, widths, and shapes of blocks shall be
determined regarding:
Provision of adequate building sites suitable
to the special needs of the type of use proposed.
b. Zoning requirements as to lot sizes and dimensions.
Needs for convenient access, circulation, control
and safety of traffic.
d. Limitations of topography.
Where no existing subdivision controls, the blocks shall
not exceed one thousand two hundred (1,200) feet in
length nor be less than five hundred (500) feet in
length, except in certain instances where topographical
features warrant special consideration. These limits
shall be exceeded only upon specific approval by the
City. Blocks longer than six hundred (600) feet shall
be avoided in business districts.

5.06 TRAILER COURTS: TRAILER COACHES
Development of trailer courts for locating trailer
coaches shall be in accordance with the provisions
of the Ordinance regulating "Trailer Courts; Trailer
Coaches" and shall meet the approval of the City.
5.07 SURVEY MARKERS & LOT MARKERS.

Lot markers shall be ½-inch reinforcing bar, 18
inches long, or approved equal, and shall be placed
at all lot corners flush with the ground, or below
ground, if necessary in order to avoid being disturbed.
SECTION 6.
Improvements
STANDARD SPECIFICATIONS AND CONSTRUCTION DETAILS
All improvements within the City shall be in accord-
ance with the standard specifications and construction
details of the City of Coppell, Texas.
PAVING
1. Concrete Strength Requirements
Concrete Curb and gutter shall be constructed
of a concrete batch design, providing a seven
(7) day flexural beam strength of 500 p.s.i.
Reinforced Concrete Pavements and Monolithic Curb
Concrete pavement and monolithic curb properly
and continuously reinforced shall be constructed
of a concrete batch design, providing a seven (7)
day flexural beam strength of 525 p.s.i.
Pavement Thickness Requirements
a. Residential Street and Alley Construction
Residential streets and alleys shall be designed
and constructed with adequate thickness, based
on Texas Highway Department triaxial design
criteria, to provide for unlimited repetitions
of 5,000 pound wheel load and a maximum of
7,000 repetitions of 18,000 pound axle load.
A six (6) inch thickness of 3,000 p.s.i. re-
inforeed concrete pavement shall be deemed
to meet or exceed the loading requirements
outlined above. Said six (6} inch thickness
will be acceptable without performing additional
soils investigation of design calculations, *ex-
cept that stabilization of the subgrade will be
required if a plasticity index of 25 or more
is found. Any proposed pavement section of lesser
thickness or alternate materials shall be fully
documented by the Design Engineer to substantiate
the fact that such alternate will provide the
capacity for the axle loads noted above and must
be approved by the City.
Collector Street and Commercial or Industrial
Alley Construction
Collector streets shall be designed and con-
structed with adequate thickness, based on
Texas Highway Department triaxial design crit-
eria, to provide for unlimited repetitions of
8,000 pound wheel load and a minimum of 70,000
repetitions of 18,000 pound axle loads. A six
(6) inch thickness of 3,500 p.s.i. reinforced
concrete pavement with a stabilized subbase of
not less than six (6) inches shall be deemed
to meet or exceed these load requirements,
except that stabilization will not be required
where subbase material has a plasticity index'
of less than 12. Said six (6) inch thickness
and subbase stabilization will be acceptable
without' performing additional soils investigation
or design calculations. Any proposed pavement
section of lesser thickness or alternate
materials or subbase stabilization shall be fully
documented by the design engineer to substantiate
the fact that such alternate will provide the
capacity for the axle loads noted above and must
be approved by the City.
Estate Residential Street Construction for SF-12
Residential District or Larger
Upon special approval of the City Council and
Planning and Zoning Commission the following
estate residential street section may be con-
structed in subdivision to be platted in SF-12
residential district. Any-proposed pavement
section of lesser thickness or alternate

materials shall be fully documented by the Design
Engineer with a soils report and design calculation
to substantiate the fact that such alternate will
provide the capacity for the axle loads required
in paragraph a. residential street and alley con-
struction.

3. Paving Width Requirements
a. Residential and Collector Streets and Alleys
The subdivider shall, at his own cost and expense,
pay for constructing all residential streets and
alleys and all collector streets up to forty four
(44') feet wide measured between the face of curbs.
b. Minor and Principle Arterials
In areas as shown on the thoroughfare plan
where no existing road exist the sub-
divider shall be required to construct a
twenty-two (22'} foot wide street section

on each side of a designated thoroughfare
measured between the face of curbs with
eight (8) inches of reinforced concrete
pavement (or equivalent) and a stabilized
subgrade, if requred.
In areas shown on the thoroughfare plan
where asphalt roadway exists, the developer
with a special permit from the City Council
may re-construct the existing asphalt road-
way using the existing surface and sub-grade
as sub-grade, stabilized with 6% hydrated
lime and constructing a 3-inch asphalt con-
crete surface twenty-two feet (22') wide.
SIDEWALKS
Concrete sidewalks having a width of not less than
four (4) feet and thickness of not less than four
(4) inches shall be constructed of 2,000 p.s.i.
concrete on both sides of all streets and thorough-
fares within the subdivision. Sidewalks shall be
constructed one (1) foot from the property line
within the street or thoroughfare right-of-way and
shall extend along the street frontage including
the side of corner lots and block ends. Construction
of sidewalks adjacent to curb in residential areas
will be considered only where driveway entrances
are constructed from the rear of lots on each
side of the street for the full length of the block.
In these instances, the sidewalk shall be 5 feet
wide.
STORM SEWERS
General
The design of storm drainage improvements in the
City of Coppell shall be based on flood discharges
determined from the Rational Formula. The formula
for calculating storm flows in this manner is:

b. Drainage
The subdivider shall pay for the cost of all
drainage improvements connected with develop-
ment of his subdivision, including any necessary
off-site channels or storm sewers and acquisition
of the required easements, with the following
exceptions:
An enclosed storm sewer shall be provided
in all areas where the quantity of the
accumulated storm run-off does not exceed'
two hundred (200) c.f.s.
In drainage courses where the accumulated
storm 'run-off is more than two hundred
c.f.s. and less than five hundred (500)
c.f.s. either an enclosed storm sewer
system or a concrete line channel shall
be constructed.
In drainage courses where the accumulated
storm run-off is more than five hundred
(500) c.f.s., the drainage improvements
may be either an enclosed storm sewer~
a concrete line channel, or an earthen
channel.
Earthen channels shall be designed according
to the criteria as set forth by the following
typical channel section.
2. Runoff Coefficient
The runoff coefficient which considers the slope of
the terrain, the character of the land use, the length
of overland flow, and the imperviousness o~ the drainage
area shall be determined from the ultimate land develop-
ment as shown on the Master Plan of the City of Coppell.
The runoff coefficient for the appropriate land uses

The time of concentration, which is the time of

Area
The area used in determining flows by the "Rational
Formula" shall be calculated by subdividing a map
into drainage areas within the basin contributing
storm water runoff to the system.
5. Spread of Water
During the design storm, the quantity of storm water
that is allowed to collect in the streets before being
intercepted by a storm drainage system is referred to
as the "spread of water". In determining the limitations
for carrying storm water in the street, the ultimate
development of the street shall be considered. The use
of the street for carrying storm water shall be limited
to the following:

spread of water for certain gutter slopes, gutter
discharge and pavement crown. Also provided are
curves for determining the depth of gutter flow
(Plate 4) and curves for determining the curb in-
let opening length {Plate 5).

6. Storm Sewer Design
Storm water in excess of that allowed to collect in
the streets shall be intercepted in inlets and carried
away in a storm sewer system. Storm sewer capacity shall
be calculated by Manning's formula --

In the design of the storm sewer system, the elevation
of the hydraulic gradient of the storm sewer shall be
a minimum of 1.5 feet below the elevation of the adjacent
street gutter.
Storm sewer pipe sizes shall be so selected that the aver-
age velocity in the pipe will not exceed 15 feet per
second nor less than 3 feet per second.
Storm sewer systems shall be installed in all areas
where the quantity of storm run-off is 200 cubic feet
per second, or less. A storm sewer system may be con-
structed when the quantity exceeds 200 c.f.s. at the
discretion of the subdivider.
7. Open Channel Design
Storm water run-off in excess of that allowed to collect
in the streets in developed areas and run-off is un-
developed areas may be carried in open channels (not in
the street right-of-way). Open channel capacity shall
be calculated my Manning's Formula and roughness co-

Open channels shall be constructed with a trapez-
oidal cross-section and shall have side slopes no
steeper than 3:1 in earth and 1.5:1 when lined with
concrete.
The subdivider shall dedicate a right-of-way on all
concrete line channels of sufficient width to provide
for excavation of the open channel of proper width,
plus ten feet on each side to permit ingress and
egress for maintenance.
8. Culvert Design
At locations of creek crossings with proposed roadway
improvements, it is sometimes necessary to receive
and transport storm water under the roadway in culverts.
The quantity of flow shall be determined by the Rational
Formula, and the capacity of the culvert shall be
calculated by Manning's Formula.
Design of culverts shall include the determination of
upstream backwater conditions as well as downstream
velocities and flooding conditions. Consideration shall
be given to the discharge velocity from culverts, and
the following limitations are allowed.

6.05 WATER LINES
Water systems shall have sufficient number of outlets
and shall be of sufficient size to furnish adequate
domestic water supply, to furnish fire protection to
all lots, and to conform with the City's Master Water
Plan.
All water mains shall be constructed in streets,
easements, or alleys.
All water mains twelve-inch and smaller shall be
either gray or ductile cast iron pipe, class 150
unless otherwise specified, with single rubber
gasket joint, shall have a cement mortar lining
of the "Enameline" type, or proved equal, and
shall have a minimum cover of 42-inches. Water
mains 14-inch and larger may be either gray or
ductile cast iron pipe, Class 150 minimum, with
cement mortar lining or reinforced concrete steel
cylinder pipe, Class 150 minimum.

shall be furnished.
The term 'residential property' within the means of this
ordinance shall mean any tract of land developed for
the purpose of single family or two family domestic
living, but not excluding educational or religious
institutions. The term 'commercial tract' within the
meaning of this ordinance shall mean any tract of
business or non-residential property and residential
uses of including but not limited to multi-family
complexes, residential attached, condominimums
religi9~s, light and heavy industry, and all other
classifications of properties other than single family
residential; however, nothing herein contained shall
be construed as limitation or repeal of the definitions
set forth in Section 1.12, page 5 of the Fire Prevention
Code.
Location of Fire. Hydrants
a. Fire hydrant, shall be placed on block corners
or near the ~enter of the block as to place all
of every lot within a radius of 500 feet in
residential areas, but under no circumstances
shall a hose lay of more than 500 feet be made
from the fire hydrant to cover all of every lot
within the subdivision or tract under development.
The owner of commercial tracts of real estate
located in the City of Coppell shall cause to
be installed upon such premises fire hydrants
in a radius of 300 feet in commercial or indust-
rial areas, but under no circumstances shall a
hose lay of more than 400 feet be made in order
to adequately afford fire protection to the
building or buildings.

6. Dedication of Easement
The owner of any commercial tract of property con-
templated in this ordinance on which fire hydrants
and water lines have been installed shall by reason
of such installation, grant an easement to the city
whereby the Fire, Police and Water Utilities Depart-
ments of the City shall have ready ingress and egress
to, from and across such property to any location on
such property when necessary to extinguish a fire or
to prevent the occurrence of a fire or to maintain,
service and inspect such fire hydrants and water lines
that may be installed or when such access to and from
said property is essential to the preservation of life
or property.
All fire hydrants shall have one pumper nozzle and two
hose nozzles with the City's standard threads, shall
have a main barrel valve opening of not less than 5
inches, and shall be placed on mains of not less than
6 inches in diameter. Six-inch gate valves shall be
placed on all fire hydrant leads.
All fire hydrants shall be painted by the developer
in accordance with the size of the line constructed.
1. 6-inch line - bright red.
2. 8-inch line - royal blue.
3. lO-inch and larger - standard green.
The top and outlet caps of all hydrants installed shall
be painted with a machine implement paintor approved
equal. The body of all hydrants shall be painted a
silver color with an approved aluminum paint.
6.06 SANITARY SEWERS
Sanitary sewer facilities shall be provided to adeq-
uately service the subdivision and conform with the
City's Master Sanitary Sewer Plan.
All sewer pipes shall be vitrified clay sewer
pipe and shall be extra strength. Conforming to
ASTM C700 (Latest Revision} or cement-lined
bituminous coated ductile iron, pipe or polyeth-
lene lined ductile iron pipe.
6-inch lines will be acceptable only on short
lines and in the locations where so approved
by the City.

All vitrified clay sanitary sewer pipe joints
shall be of the pre-molded type conforming to
ASTM Designation C425.
Wherever possible, sewers shall be located in
the alleys or easements and shall be 5 feet to
6½ feet deep to invert.
Grades. Grades and appurtenances of sanitary
sewers shall conform to the requirements of the
Texas Department of Health Resources. The following
are the minimum slopes which should be provided;
however, slopes greater than these are desirable:

Infiltration. Prior to the acceptance, the Sani-
tary Sewers shall be subject to leakage tests. The
leakage outward or inward (exfiltration or infilt-
ration}shall not exceed 200 gallons per inch of
of pipe diameter per mile per day for any section
of the system. The use of a television camera or
other visual methods for inspection prior to
placing the sewer in service is recommended.
Lift Stations. All lift stations shall be designated
and constructed with two or more sewage pumps with
total capacity of twice the design maximum flow.
Detailed design data, plans and specifications of
the pumps shall be submitted to the City Engineer
prior to the purchase and installation of the
pumps.
Force Mains. All force mains shall be cast iron
pipe, C)ass 150, unless otherwise specified, with
rubber gasket joint, and shall have a cement mortar
lining of the "Enameline" type or approved equal.

At design average flow, a cleansing velocity of
at least two (2) feet per second shall be main-
tained. An automatic air relief valve shall be
placed at high points in the force main to
prevent air locking.
6.07 UTILITY SERVICES
All services for utilities shall be made available
for each lot in such a manner so as to eliminate
the necessity for disturbing the street and alley
pavement, curb, gutter, sidewalks, and drainage
structures when connections are made.
Water service lines shall be a minimum of 3/4"
type "K" copper and shall be provided with a
corporation at the main and a curb stop located
at least two feet outside of curb with cover
not to exceed 1½ feet. Subdivider shall provide
a suitable marker marked "W" (minimum letter
heightof 2 inches) on top of curb.
Sanitary sewer service lines shall be a minimum
of 4-inch, shall meet the same requirements for
Sanitary Sewers described above, shall be con-
structed from the main to the lot property line
using wyes and necessary bends, and shall have
a minimum cover at the property line of 4 feet,
where possible.
The subdivider shall place a suitable marker at
the point where said service lines are stubbed
out so that these lines can be easily located
for connection by the City. Suitable markers
shall be "W" for water and "S" for sewer stamped
in top of curb or edge of pavement if no curb
is constructed. Letters shall have a minimum
height of 2 inches and a minimum width of 2 inches.
6.08 STREET LIGHTING
Street lighting shall conform to the latest edition of
the Illuminating Engineering Society Handbook. Round
tapered standards with bracket arms shall be used.
Lighting levels as recommended for very light traffic
in residential areas; medium traffic on fedder streets
and heavy traffic on thoroughfares.
Initial cost of installation and cost of operation and
maintenance for the first three (3) years shall be paid
to the local governing body.

Maintenance and operation costs after this shall be
under separate contract.
6.09 AS-BUILT PLANS
Within thirty {30) days of acceptance of the subdivision,
the Engineer for the Developer shall submit to the
Inspection Department a complete set of drawings of the
paving, drainage, water and sewer improvements showing
all changes made in the plans during construction and
containing on each sheet an "As-Built" stamp bearing
the signature of the Engineer and the date. In addition,
one reproducible drawing of the utility plan sheets,
containing the As-Bull t information, shall be submitted.
SECTION 7.
Filing Fees and Charges
The following schedule of fees and charges shall be paid
to the City when any plat is tendered to the Planning
and Zoning Commission or any other authorized board or
agency of the City. Each of the fees and charges provided
herein shall be paid in advance, and no action of the
Planning and Zoning Commission or any other board or
agency shall be valid until the fee or fees shall have
been paid to the officer designated therein.
The City Administrator, his deputies or assistants, shall
calculate the fees and charges in accordance with the
following schedule:
Preliminary Plats - $50.00 per plat, plus $2.00 per
lot.
b. Final Plats - $100.00 per plat, plus $3.00 per lot.
For approval of multiple dwelling areas, commercial
or industrial areas not subdivided into lots, both
preliminary and final plats shall carry a fee of
$25.00 per acre per plat.
Trailer Courts for locating trailer coaches --
Preliminary Plats - $100.00 per acre
Final Plats - $150.00 per acre
These fees shall be charged on all plats, regardless
of the action taken by the Planning and Zoning
Commission and whether the plat is approved or denied
by the City Council.

SECTION 8.
Maintenance Bond
The subdivider shall furnish a good and sufficient maint-
enance bond in the amount of 5% of the contract price or
in such amount as approved by the City Engineer with a
reputable and solvent corporate surety, in favor of the
City, to indemnify the City against any repairs which
may be come necessary to any part of the construction
work performed in connection with the subdivision, arising
from defective workmanship or materials used therein, for
a full period of one (1) year from the date of final accept-
ance of the entire project. Final acceptance will be with-
held until said maintenance bond is furnished to the City.
SECTION 9.
Other Requirements
CHANGES AND VARIATIONS
These rules and regulations are the standard require-
ments of the City of Coppell, Texas. A suspension of
any of these rules and regulations may be granted by
the City Council, upon a showing that there are special
circumstances of conditions affecting the property in
question, that enforcement of the provisions of this
Ordinance will deprive the applicant of a substantial
property right, and that such suspension, if granted,
will not be materially detrimental to the public
welfare or injurious to other property or property
rights in the vicinity.
PENALTY
Any person, firm or corporation who shall violate any
of the provisions of this Ordinance or who shall fail
to comply with any provision hereof shall be guilty of
a misdemeanor and, upon conviction, shall be subject
to a fine not to exceed two hundred ($200.00) dollars,
and each day that such violation continues shall
constitute a separate offense and shall be punishable
accordingly.
ALL CONFLICTING ORDINANCES REPEALED
All ordinances and parts of ordinances inconsistent
or in conflict herewith are hereby repealed.

SEVERABILITY
If any section or part of any section, paragraph or
clause of this Ordinance is declared invalid or un-
constitutional for any reason such declaration shall
not be held to invalidate or impair the validity,
force or effect of any other section or sections,
part of section, paragraph or clause of this Ordinance.
9.05 EFFECTIVE DATE
This Ordinance shall become effective immediately upon
its publication.
