OR 167 Establishes speed & school zones on designated streets AN ORDINANCE OF THE CITY OF COPPELL, TEXAS ORDINANCE NO. 167 AN ORDINANCE OF THE CITY OF COPPELL, TEXAS, ESTABLISH- ING SPEED ZONES ON CERTAIN STREETS; ESTABLISHING SCHOOL ZONES; MAKING IT UNLAWFUL FOR ANY PERSON TO OPERATE ANY MOTOR OR OTHER VEHICLE ON SAID STREETS AT A GREATER SPEED THAN THE SPEED DESIG- NATED; REPEALING SPECIFICALLY ORDINANCE NUMBERS 77, 137, AND 148, AND ALL OTHER ORDINANCES IN CONFLICT WITH THIS ORDINANCE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING PENALTIES FOR VIOLATION OF THIS ORDINANCE NOT TO EXCEED THE SUM OF TWO HUNDRED DOLLARS ($200.00) FOR EACH OFFENSE; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COPPELL, TEXAS. SECTION 1. SPEED ON SPECIFIC STREETS. SCHOOL ZONES. No person shall operate a motor or any other vehicle in any school traffic zone at a greater speed than twenty miles per hour, and any speed in excess of twenty miles per hour shall be prima facie evidence that the speed is not reasonable or pru- dent and it is unlawful. The Director of Traffic Control shall designate school traffic zones with appropriate street markings and signs. REPEALING CLAUSE. SECTION 4. SEVERABILITY CLAUSE. If any article, paragraph or subdivision, clause, phrase or provision of this ordinance shall be adjudged invalid or held unconstitutional, the same shall not affect the validity of this ordinance as a whole or any part or provision thereof, other than the part so decided to be invalid or unconstitutional. SECTION 5. PENALTY CLAUSE. Any person, firm or corporation violating any of the provisions of this ordinance shall be deemed guilty of a mis- demeanor and, upon conviction, shall be punished by a penalty of fine not to exceed the sum of Two Hundred Dollars ($200.00) for each offense, and each and every day such offense is con- tinued shall constitute a new and separate offense. SECTION 6. E~RGENCY CiAUSE. The fact that the present City regulations are inadequate to properly protect the public health, safety and welfare, creates an urgency and an emergency and requires that this ordinance shall take effect immediately from and after the publication of its cap- tion, as the law in such cases provides.
