OR 151 Regulates the discharge of industrial wastes into the sanitary sewer by establishing a system for permits INDUSTRIAL WASTE ORDINANCE ORDINANCE NO. 151 REGULATING THE DISCHARGE OF INDUSTRIAL WASTES INTO THE SANITARY SEWERS OF THE CITY OF COPPELL , TEXAS, ESTABLISHING A PERMIT SYSTEM, ESTABLISHING A SYSTEM OF CHARGES FOR SERVICES RENDERED, REGULATING UNSEWERE!D AND MISCELLANEOUS DISCHARGES, AND PROVIDING FOR ENFORCEMENT. WHEREAS, the City of Coppoll, Texas has provided facilities for the collection and treatF~ent of wastewater to promote the health, safety and convenience of its people and for the saL-guarding of water resources common to .all, and WHEREAS, provision has be,-,n made in design, construction and operation of such facilities to accommodate certain typt!s of quantities of industrial wastes in addition to normal wastewater~ and WHEREAS, it is the a~>ligatic>n of the producers of industrial waste to defray the costs of the wastewater treatment services rendered by the City of Coppoll in an equitable manner and, insafar as it is practicable, in proportion to Eenefits derived, and WHEREAS, protection of the quality of the effluent and proper operation of the wastew~ter collection and treatment facilities and quality of effluent may require either the exclusion, protreatment, or controlled discharge at point of origin of certain types or quantities of industrial wastes; NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COPPELL , TEXAS: Js'l SECTION 1. DEFINITIONS (1) "APPROVING AUTHORITY" means or his .July authorized representative: Mayor (2) "B .O.D." (Biochemic,~l Oxygen Der ~and) means the quantity of oxygen by weight~ expressed in mR/I, utilized in the bioche nical oxidation of orgainc matter under standard laboratory conditions for five (5) days at a temperature of twenty (20) degrees centigrade; (3) "BUILDING SEWER" means the extersion from the building drain to the public sewer or other place of disposal (also call.:d house lateral cnd h~use connection); (4) "CITY" means the City cf Coppoll Texas, or any authorized person acting in its behalf. (5) "C.C'.D." (Chemical Oxygen Demu.d) means measure of the oxygen consuming capacity of inorganic and organic matter i~resent in the water or ~hastewater expressed in mg/I as the amount of oxygen consumed from a chemical axedant in a specific test, but not differentiating between stable .nd unstable organic matter and thus not necessarily correlating with biochemical ox)gen demand; (6) "CONTROL MANHOLE" means a mcnhole giving access to o building sewer at some point before the building sewer discharge mixes with other diic~arges in the public sewer; % (7) "CONTROL POINT" means a paint of access to a cot,fie of discharge before the discharge mixes with other discharges in the public sewer~ (8) "GARBAGE" means animal and vegetable wastes and residue from preparatjon~ cooking, and dispensing of food; end from the handling, processing, storage and sa~e of food products and produce; (9) "INDUSTRIAL WASTE" means waste ~esulting from any process of industry~ monufacturing~ trade, or business from the development of any natural resource~ or any mixture of the waste with water or normal wastewah.r~ or distinct from rmrmal wastewater; (10) "INDUSTRIAL WASTE CHARGE" means the charge made on those persam who discharge industrial wastes into the City's sewerage system; (! 1) "MILLIGRAMS PER LITER" (mR/I) means the same as parts per million and is a weight-to-volume ratio; the milligram-per-liter value multiplied the factor 8.34 shall be equivalent to pounds per million gallons of water; (12) "NATURAL OUTLET" means any outlet into a watercourte~ ditch, lake, or other body of surface water or groundwater; -2- (13) "NORMAL DOMESTIC WASTE//ATER" means wastewater excluding industrial wastewater dlsch~rged by a person int~ sanitary sewers and in which the averay~ co ~centration of rotel suspended solids is not me,re than 250 mg/I and BaD is nor more than 250 rag/I; (14) "OVERLOAD" means the impas tion of organic or hydraulic loading on a treatment fa :ility in e <cess of its engineer ,-d design capacity; (15) "PERSON" includes corporario, ,, organization~ government ar governmenlal subdivision or agency, busl ~ess trust, estate, trJst, partnership association~ and any other legal entity; (16) "pH" rneam the logarithm (Bas~ 10) of the reciprocal of the hydrogen ion concentration; (17) "PUBIIC SI!WER" means pipe c r conduit carrying wastewater or un- polluted crainage in which owners of abuttin properties shall have the use, subject to control by the . . City of CoppePI ; (18) "SANITARY SEWER" means a public sewer that conve)s domestic wastewat,,~r or industri ~1 wastes or a combination of both, and into whi :h storm water, surface waler~ groundwater, and other unpolluted wastes are not ir. tenrionally passed; (19) "SLU(,~" means any discharge of water, wastewate~, or industrial w,iste which in concentration of any given constituent or in quantity of flow~ exceeds for any period of duration Ion~Zler than fifteen (I 5) min~ tes more than five (5) times the ovarage twenty--re ur (24) hour concentration or flows d~ .'ing normal operati,~n~ (20) "S'[AI~IDAI~D METHu~,'~" mecns the examination and analytical procedur s set forth in the latest edition, at the time of an~4ysls, af "'.;randoral Methods for the E :aminatian at Water and Wastewater'' as prepared, appro~ ed~ and published jointly t ' the Americcm Public Health Association, the American Wat,,r Works Association, and the later Palluti,m Control Federation; (21) "STORM SEWER" means a public sewer wl.ich canie~ storm and surface waters a, d drainogn and into which domestic wastewater or industr .al wastes are not intentjar dly passed; (22) "STOP-,t~ WATEP," means rainfall or an:, offer form; of precipitation; of the or repr~ (23) "SUPERINTENDENT" means the Water and Wastewater Superintendent City of Coppell or his dul I authorized deputy~ agunt, ntatlve: (24) "SUSPENDED SOLIDS" means solids measured in n~g/'l that either float on the s~ 'face of, or are in suspension in, water, wast,;water, or other liquids, and which a, ~ largely removable by a laboratory filtration device; -3- (25) "l 3 DISCHA4GE" includes to deposit, conduct, drain, emit, throw, run, allow to seat or otherw se release or dispose of, or to allow, permit, or suffe,' any ,ff these acts c r omissions; (26) "' r>,AP''' mean'. e device designed to skim, settle,or otherwise remove grease, oil, sand, flammable wastes or other harmful substances; (27) receiving water; or solution; solids and BeD, Cobalt method of "JNPOLLUTI!D WASTEWATER" means water containing (~,) no free ~r emulsified grease or oil; (j) no acids or alkalis; (C) no phen~ls or other substances prc.ducing ta:.te or odor in (D) no toxic or poisonous substances in suspensiont colloidal state, (E) no'naxic us or otherwise obnoxious or odorous gases; (F) not mar, than an insugnificant amount in mg/I each of suspended as determined by the Texas Water Quc,li~y Board; and (G) color n >t exceeding fifty (50) un.ts as measured by the Platim~m- determinati m as specified in Standarcl Methods; (28) "WASTE" means rejected, unutilized or superfluous substc,nces in liquid~ gaseous, or solid fern resulting from domestic, ac~riculturalt or injustrial activities; (29) "WASTEWA1ER" means a combination of the water carried waste from residences~ business building, institutions, and industrial atabli ihments~ together with any ground~ surf¢lce, and stom water that may be prosen.'; (30) ' WASTEWA1 ~-R FACILITIES" includes all faciliti, s ~or collection, pumping~ treatin ~1~ and dispc~ing of wastewater and indu:.trial wa'.tes; (31) "WASTEWATER TREATMENT PLANT" means any laciiities, devices, and structures us,.d for receiving, processing and treatin~ wastewe ted industrial wuste, and sludges from the sanitary sewers; (32) "WASTEWATER SERVICE CHARGE" means the charge on all users of the public sewer sysl em whose wastoG do not exceed in strength the cuncentmtion volu. is establiihed as representative of normal wastewater; and (33) "WATERCO JRS E" means a natural or ma ~-made channel in which ~ flow of water occurs, either continuously or intermittently. SECTION 2, PROHIBITED DISCHRAGES. (a) No I~erson me', dischcrge to pu~.llc sewers any waste which by itself or by interaction with other wasl ~s may (I) njure or interfere with wastewater treatment processes r facilitiei; (2) constitute a hazo, d to human: or anim ~ls; or (3) create a hazard in receiving ,voters el the wastewater h'eatment plant effluent. -4- . T (b) All discharges shall conform to ruqvlrements of this ordinance. SECTION 3. may contain: CHEMICAL DISCHARGES. (at No discharge to public sewers (1) cyanide greater than 1,0 mg/I; (2) fluoride other than that contained in the public water supply; (3) chlorides in cor,centrations greater than 250 rag/I; (4) gasoline, benzene, naphtha, fuel oil, or other flommoble or explosive liquid, solid or gas; or (5) substances causing an excessive Chemical Oxygen Demand (C .O.D.) (b) No waste or wastewater discharged to public waters may contain: (I) strong acid, iron pickling wastes, or concentrated plating solutions whether neutralized or not; (2) fats, wax, gre~,se or oils, whether emulsified or not, in excess of one hundred (100) mg/I or containing substances whict may solidify or become viscous at temperatures between thirty-two (32) and one hundred Fifty (I 50) degrees Fahrenhuit (0 and 65° Centigrade). (3) Objectionable or toxic substance;, exerting on excessive chlorine requirement, to such degree that any such material roe eived in the composite wastewater at the wastewater treatment works exceeds the limits e;tablished by the Approving Authority for such materio's; or (4) obno dous, toxic, or poisonous st,li sLs, liquids, or gases in quantities sufficient to violate the provisions c f Section 2 (2).
