Mr. Chris Ruska called the meeting to order ~ 6:42 p.m.
Approval of minutes from January 7, 2002 meeting.

Pursuant to the State of Open Meetings Law, the Board is restricted in
discussing or taking action on items not posted on the Agenda. Action on
your statement can only be taken at future meetings.

Discussion and action concerning a new name for Grapevine Creek Park.
Mr. Lawson provided the Board with the following information:
BACKGROUND: Subcommittee met on January 24, to continue the
discussion on naming the property that is currently known as Grapevine
Creek Park. This area contains approximately 33.06 acres and is
surrounded by the North Lake Woodlands East Subdivision. Though the
land is undeveloped and located in a floodplain area the subcommittee
believes that this space could eventually be created into a beautiful park
for the benefit of the citizens of Coppell. The subcommittee would like to
officially name the park to avoid confusion with another Area Park
entitled as Grapevine Springs Park.
LEGISLATION: The subcommittee proposes that the park area now
referred to as Grapevine Creek Park be formally named "Arboretum Park"
as a reflection of the large foliage population of the land.
RATIONALE: The subcommittee had entertained several titles as
possible names for the land (Parrish Park, Troth Park, Woodland Park,
etc.) but decided to propose Arboretum Park. On a historical note, a
memorandum directed to City Council, dated February 19, 1988 made
reference to the land in question as an "arboretum". An arboretum
subcommittee was developed at that time to oversee development
restrictions on the noted property. The subcommittee included a park
board member. The subcommittee eventually fulfilled its purpose and
phased out of production.
In consideration of the land's geographical make-up of numerous shaded
trees (which defines the very word arbor), the city's interest in Arbor Day
activities and its recognition as a "Tree City, USA" member, and of the
"Five Year Parks, Recreation and Open Space Master Plan" (which
prioritizes for the Southeast Service Zone multi-purpose trails, shaded
playground, shelter, nature trail, and environmental preservation, picnic
stations, etc), the subcommittee believes that Arboretum Park is the best
name for the area in question.
Mr. Rene Lawson moved to name the undeveloped area Arboretum Park
Mr. Reg Allen, seconded the motion.
Vote: (4- 3), approved
Item 5:
Discussion and action concerning having an article in the newspaper to
inform citizens of Park Board activities and projects.
Staff will seek input from Mrs. Sharon Logan, Community Relations and
Mrs. Jean Murph.
Board will bring possible topics to the next Park Board Meeting.
Item 6:
Discussion and action regarding renewing Adopt-a-Location program
Board decided to commit to five events, starting with Clean Coppell
Week.

Presentation by the Coppell Youth Football Association
Mr. Gene Goodwin made presentation to Board and provided with the
following information:
Seasons
The Coppell Youth Football Assoc. plays one fall season each year,
practices begin in mid August; regular season starts the first weekend in
September and ends last weekend in October. Playoffs are held the first
two weekends in November.
Participants
Fall 2001 season 249 players registered and 238 completing the season.
129 cheerleaders registered and completed the season.
Fees
2001 Season $175.00 for tackle football and $100.00 for flag. Fees
covered the use of helmets, shoulder pads, pants pads, jerseys, and socks.
Players must return protective equipment, and keep jerseys and socks.
Cheerleader's fees were $200.00

Background Checks
Criminal history background checks are conducted annually on all
members of the Board of Directors, football coaches, cheerleading
coaches, team parents, and any other volunteer having contact with
children in accordance with the City of Coppell policy.
Games
Home games are played on Saturday at Andrew Brown Jr. Community
Park Central. Visiting teams from Southlake, Colleyville, Keller, and
Grapevine play at our facility throughout the season and also host our
away games.
Clinics
Football Coaches
The Coppell Youth Football Assoc. conducts at least one clinic in
conjunction with Coppell High School football coaching staff.
Cheerleading Coaches
The directors attend one national cheerleading camp each year and train
their staff of coaches.
Concessions
The Association operated concession on game days at Andrew Brown Jr.
Community Park Central. Average revenue $500.00 per week.
Building the Foundation for Success
The Coppell Youth Football Assoc. gives players the necessary foundation
when they reach the middle school program to allow coaches to work on
advanced techniques and strategies, rather than the basic fundamentals.
Our goal is to continue building a winning football tradition in Coppell for
generation to come.

· Mr. John Elias provided the Board with updated Project
Construction Report
Daddy/Daughter Dance "Enchanted Evening" event will be on
Saturday, February 9, 2002. From 6:30 - 9:30 p.m.
Price: $45.00 per couple and $15.00 for second child
Activities: magician, 8 animals from Fort Worth Zoo, carriage
rides, etc.

Contractor fenced area, Mr. Elias spoked with Mr. Carl Rehling
who agreed to move to Moore Road Park until the parking lot at
MacArthur Park is finished.
CRDC Update
Low Sales tax impacted CRDC funds
Tennis Center on hold until staff have recommendation from City
Council
Staff will start working on the Recreation Needs Assessment this
month
Wagon Wheel Phase III will advance according to the revenues
received

Waiting on results from Recreation Needs Assessment Survey to
continue with subcommittee's duties. Mr. Tepper offered to help
