BM 2002-03-04 PBMeeting Time: Meeting Place: Members Present: Staff Present: PARK AND RECREATION/TREE BOARD MINUTES OF MEETING March 4, 2002 6:30 p.m. Town Center 255 E. Parkway Blvd. Coppell, Texas 75019 Chris Ruska, Rene Lawson, Scott Williams, Tracey Garman, Reg Allen, Brent Wooten, and Mark Tepper. Gary Sims, Brad Reid, Jane Anne Sellars, John Elias, Guy McClain, and Hilda Salazar. Item 1: Item 2: Item 3: Item 4: Call the meeting to order Mr. Chris Ruska called the meeting to order at 6:42 p.m. Approval of minutes from February 4, 2002 meeting. Mr. Mark Tepper, move to approved the minutes from February 4, 2002 meeting Mr. Reg Allen, seconded the motion Vote: (7- 0), approved. Citizen's Forum. Citizens should complete a Citizen's Appearance Form. Pursuant to the State of Open Meetings Law, the Board is restricted in discussing or taking action on items not posted on the Agenda. Action on your statement can only be taken at future meetings. - Mrs. Bobbie Mack 520 Raintree Circle Coppell, TX 75019 Mrs. Mack came to the meeting to find out if there were any plans to build a Dog Park. Discussion and action concerning having an article in the newspaper to inform citizens of Park Board activities and projects. Mr. Sims informed the Board that Sharon Logan, Community Information Officer would review the article written by the Park and Recreation Board members. Following are some topics the Board would like to address: Skate Park Tree Dedication Tennis Center Who to call when citizens need information North Lake Park Historical Information on Parks and amenities Roll and Responsibilities of Board and Commission Members and Sports Associations. Board decided to set up guidelines to write the article and bring this item back next month. Mr. Rene Lawson, Mr. David Castillo, and Mr. Chris Ruska will write the first article. Item Discussion and action from Special Joint Meeting of the Park and Recreation Board and Coppell Sports Council held on February 19, 2002. Mr. Sims provided the Board with the following information: - No information received from the Sports Council Associations. - Discussed contract with Coppell Youth Soccer Association. - Game field status issues to be discuss by Sports Council Associations - scrimmages, clinics will not be permitted once the contracts are implemented. Board sense of hostility from Sports Associations towards Park Board. Staff suggested having a joint meeting with Sports Associations to address any issues. Mr. Brent Wooten volunteered to attend the next Sports Council meeting. Mr. Chris Ruska will ask Mr. Castillo about attending these meetings since he expressed interest in doing it. Item 6: Chair Report - Arbor Day Poster judging contest report Board very happy with participation and results - Adopt-a-Location work day report Mr. Ruska thanked Board members for their participation. 14 bags of trash were collected. - Clean Coppell / Earth Week Scheduled for April 20, 2002 from 9:00 a.m. - 2:00 p.m. - City Staff, Board and Commission meeting report Mr. Ruska attended the meeting on February 23, 2002 where diverse Boards and Commissions members had the opportunity to share goals with City Council and discuss the following issues: · Land acquisition · Carter Crowley fields · Dart - Transit · Design for Entry Monuments - there is only funding to build one at this time. · 10% Budget Reduction Item 7: Item 8: Director' s Report - Construction Progress Report Staff provided the Board with updated information. Sub Committee Reports - Park Naming Subcommittee Project finished. - Project Funding Subcommittee No report - Web Site Evaluation Subcommittee No Report Item 9: Discussion of Future Agenda Items - Annual Report of the Coppell Lacrosse Association - Newspaper Article - Joint Meeting with Sports Council Associations - Clean Coppell / Earth Week - Easter Egg Hunt Update Item 10: Board Members Report None Mr. Reg Allen, moved to adjourn meeting Mr. Brent Wooten, seconded the motion Vote: (6 - 0), approved Park Board Meeting adjourned at 8:39 p.m.
