Call the meeting to order
Mr. Chris Ruska called the meeting to order at 6:40 p.m.
Approval of minutes from March 4, 2002 meeting.
Mr. Mark Tepper, move to approved the minutes from March 4, 2002
meeting
Mr. Victor Burke, seconded the motion
Vote: (8- 0), approved.
Citizen's Forum. Citizens should complete a Citizen's Appearance Form.
Pursuant to the State of Open Meetings Law, the Board is restricted in
discussing or taking action on items not posted on the Agenda. Action on
your statement can only be taken at future meetings.

Discussion and action concerning having an article in the newspaper to
inform citizens of Park Board activities and projects.
Mr. Ruska provided the Board with an Information Update topic they
could inform about.

Mr. Mark Tepper, moved to authorized Chair of Board to work with staff
and prepare the first article.
Mr. Reg Allen, seconded the motion.

Item 5:
Discussion of issues raised at the Special Joint Meeting of the Park and
Recreation Board with Sports Council held on February 19, 2002.
Mr. Wooten provided the Board with the following information about last
month Sports Council Meeting.
- Election of Officers
- Contracts. Some Associations are ready to sign the contract.
- Staff's waiting for last draft.
- Board requested final copy of contract if no mayor changes were
made.
- If mayor changes need to be made Board requested to see the
contract prior changes implementation
- Mr. Mark Tepper will attend the next Sports Council Meeting.
Item 6:
Annual Report of the Coppell Lacrosse Association
Mr. Joe Ovalle, President of Lacrosse Association made presentation to
Board.
It is the mission of Coppell Lacrosse to continuously raise the level of
play, participation, awareness, and expectations of the present and future
lacrosse community.

Discussion of the proposed Recreation Needs Assessment Survey.
Mr. Sims informed the Board that Ray Turco and Associates is the Survey
Company who will be conducting the Recreation Needs Assessment
Survey and discussed the survey draft.
Park Board agreed to proceed with survey.
Discussion of the proposed Mobile Vending Ordinance restricting
activities in the Parks.
Mr. Sims informed the Board of Mobile Vendors interested in having a
mobile vending permit.
Ordinance will go to Council on April 9, 2002.
Mr. Williams contacted Sports Council Associations representatives and
they opposed to have Mobile Vending in City Parks.
Board expressed the following issues:
- Parking space availability
- Littering
- Ambiguity on ordinance
- No positive side
- Why Sports Council Assoc. don't sell it in concession stands?
- Child Safety
- More competition for Sports Assoc. concessions
- No citizens benefits
- Health issues
Park Board unanimously opposed.

Mr. Elias provided the Board with updated information.
- Bunny Brunch & Egg Hunt
It was a great success; held at the Aquatic and Recreation Center.
Approx. 1,000 people attended
Provided hot dogs and lots of candy
Activities: face painting, coloring contest, pictures with bunny,
dancing, etc.
Mr. Sims thanked volunteers.
- Clean Coppell/Earth Week
April 20, 2002 from 9 -2 at Town Center.
- Summer Camp Early Registration
Scheduled for April 6, 2002 for people who attended Summer Camp in
the past, will receive discounted rate.
Staff showed the Board a new brochure called "Camp Coppell", have
every camp sponsored by the Parks and Leisure Services Dept.
Mr. Sims informed the Board about the TRAPS Promotional Award
given to the Parks and Leisure Services Dept. in State Conference
Ceremony.
Staff showed Board the new Parks and Leisure Services guide with
information about Sports Associations, City Parks, City Map, etc.
