AN ORDINANCE OF THE CITY OF COPPELL, TEXAS, AMENDING
ORDINANCE NO. 124, WHICH ESTABLISHED A POLICE RESERVE FORCE
WITHIN THE CITY BY CHANGING SECTION 2 OF SAID ORDINANCE TO
INCREASE THE MAXIMUM NUMBER OF AUTHORIZED RESERVE OFFICERS
FROM SIX (6) MEMBERS TO SEVEN (7) MEMBERS; CHANGING SECTIONS 2
AND 5, SO AS TO ALLOW THE CITY COUNCIL TO APPROVE RESERVE
POLICE OFFICERS PRIOR TO CERTIFICATION WITH SUCH APPROVAL TO
BE SUBJECT TO SUCCESSFUL COMPLETION OF THE REQUIRED TRAINING
PROGRAM AND STATE CERTIFICATION; PROVIDING A REPEALING CLAUSE;
PROVIDING A SEVERABILITY CLAUSE; PROVIDING PENALTIES FOR VIOLA-
TION OF THIS ORDINANCE NOT TO EXCEED THE SUM OF TWO HUNDRED
DOLLARS ($200.00) FOR EACH OFFENSE, AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY CO~CIL OF THE CITY OF COPPELL,
TEXAS:
SECTION 1. AMENDING (SECTIO~ 2) OF ORDINANCE NO. 124.
That Ordinance No. 124, the basic ordinance of the City of
Coppell, Texas, establishing a Coppell Police Reserve Force, hereto-
fore passed by the City Council of the City of Coppell, Texas, on
the sixth day of November, 1973, is hereby amended so that Section 2
thereof, shall read as follows:
"SECTION 2. NLEMBERS.
The Police Reserve shall be composed of personnel
who reside in Dallas County, Texas, who have volun-
teered to join the reserve force, who have been
appointed as members by the Chief of Police, and
confirmed and approved by the City Council. Such
approval and confirmation by the City Council to
be subject to the appointee's successful completion
of the training program required by Ordinance No. 124,
and certification from the Texas Commission on Law
Enforcement Officer Standards and Education. The
Police Reserve shall not exceed seven (7) members."
SECTION 2. AMENDING (SECTION 5) OF ORDINANCE NO. 124.
That Section 5 of Ordinance No. 124 is hereby amended to
read as follows:
"SECTION 5. TRAINING.
Prior to performing any duties as a Reserve Police
Officer, each reserve police applicant shall receive
training from the Police Department in accordance
with the requirements of the Texas Commission on Law
Enforcement Officer Standards and Education, and shall
apply for certifcation by said Commission as a Police
Officer. The cost of any such training may be paid
by the City."
SECTION 3. REPEALING CLAUSE.
Section 2 and Section 5 of Ordinance No. 124, and all other
ordinances or parts of ordinances inconsistent with or in conflict
with the provisions of this Ordinance are hereby repealed. Pro-
vided, however, all other parts of Ordinance No. 124 shall remain
in full force and effect.
SECTION 4. SEVERABILITY CLAUSE.
If any article, paragraph or subdivision, clause, phrase or
provision of this Ordinance shall be adjudged invalid or held
unconstitutional, the same shall not affect the validity of this
Ordinance as a whole or any part or provision thereof, other than
the part so decided to be invalid or unconstitutional.
SECTION 5. PENALTY CLAUSE.
Any person, firm or corporation violating any of the provisions
of this Ordinance shall be deemed guilty of a misdemeanor and,
upon conviction, shall be fined not to exceed the sum of Two
Hundred Dollars ($200.00) for each offense, and each and every day
such offense is continued shall constitute a new and separate
offense.
SECTION 6. EMERGENCY CLAUSE.
The fact that the present City regulations are inadequate
to properly protect the public health, safety and welfare, creates
an urgency and an emergency and requires that this Ordinance shall
take effect immediately from and after the publication of its
caption as the law in such cases provides.
DULY PASSED by the City Council of the City of Coppell,
