AN ORDINANCE OF THE CITY OF COPPELL, TEXAS,
ADOPTING THE ELECTRICAL CODE OF THE CITY OF DALLAS TO, WIT:
ARTICLE II, SECTIONS 15-81 THROUGH 15-151, OF CIIAPTER 15, OF
THE 1960 REVISED CODE OF CIVIL AND CRIMINAL ORDINANCES OF THE
CITY OF DALLAS; MAKING CERTAIN AMENDMENTS TO THE SAID DALLAS
CODE; SAID CODE REGULATING AND CONTROLLING THE INSTALLATION,
QUALITY OF MATERIALS, LOCATION, OPERATION, AND MAINTENANCE
OF ELECTRICAL EQUIPMENT, CONDUCTORS, MATERIALS, FITTINGS,
APPARATUS, DEVICES, RADIOS, TELEVISIONS, MOTORS, APPLIANCES
AND FIXTURES OF AN ELECTRICAL NATURE; PROVIDING THAT ALL
ELECTRICAL EQUIPMENT AND MATERIALS INSTALLED OR USED IN THE
CITY SHALL BE REASONABLY SAFE FOR PERSONS AND PROPERTY;
PROVIDING THAT CONFORMITY OF ELECTRICAL EQUIPMENT AND MATER-
IAL WITH "ELECTRICAL APPLIANCE AND UTILIZATION EQUIPMENT LIST
OF MAY 1971", "ELECTRICAL CONSTRUCTION MATERIALS LIST OF
MAY 1971", OR THE "HAZARDOUS LOCATION EQUIPMENT LIST OF MAY
1971", OF THE UNDERWRITERS' LABORATORIES, INC. , SHALL BE PRIMA
FACIE EVIDENCE THAT SUCH EQUIPMENT OR MATERIAL IS REASONABLY
SAFE FOR PERSONS AND PROPERTY; PROVIDING THAT ELECTRICAL
INSTALLATIONS WITH STANDARDS OF THE "NATIONAL ELECTRICAL CODE
1971 EDITION" OR THE "NATIONAL ELECTRICAL SAFETY CODE", SHALL
BE PRIMA FACIE EVIDENCE THAT SUCH INSTALLATIONS ARE REASONABLY
SAFE FOR PERSONS AND PROPERTY; PROVIDING FOR INSPECTION, THE
ISSUANCE OF PERMITS AND THE COLLECTION OF FEES THEREFOR; THE
REGISTRATION OF ELECTRICIANS, THE QUALIFICATION OF ELECTRICIANS
AND FEES FOR REGISTRATION OF ELECTRICIANS; REPEALING ALL PARTS
OF ORDINANCES IN CONFLICT WITH THIS ORDINANCE; SPECIFICALLY
REPEALING ORDINANCE NUMBER 60; PROVIDING A SEVERABILITY CLAUSE;
PROVIDING PENALTIES FOR THE VIOLATION OF THIS ORDINANCE NOT TO
EXCEED THE SUM OF TWO HUNDRED DOLLARS ($200.00) FOR EACH OFFENSE
AND DECLARING AN EMERGENCY.
57 (a)
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
COPPELL, TEXAS:
SECTION 1. TITLE.
This Ordinance shall be known as "THE CITY OF COPPELL
ELECTRICAL CODE".
SECTION 2. ADOPTION OF DALLAS ELECTRICAL CODE.
There is hereby adopted by the City of Coppell,
Texas, for the purpose of providing requirements for safeguard-
ing persons and property and promoting the welfare of the
public, that ELECTRICAL CODE OF THE CITY OF DALLAS, to Wit:
"ARTICLE II, SECTIONS 15-81 through 15-151, of C}~PTER 15, of
THE REVISED CODE OF CIVIL AND CRIMINAL ORDINANCES OF THE CITY
OF DALLAS", save and except portions as are hereinafter deleted,
modified, or amended. A copy of said adopted code is attached
hereto as Exhibit "A" and made a part hereof the sa~ne as if
fully set out at length herein, and from the date this ordinance
shall take effect the provisions thereof shall be controlling
within the corporate limits of~the City. Where the words "City of
Dallas" are used in the adopted Code they shall mean City of
Coppell. Likewise, language in the Code shall be construed,
where necessary, to apply to the City of Coppell. Reference to
other City of Dallas Ordinances and Codes shall be construed to
to refer to like Ordinances or Codes which are applicable to
the City of Coppell.
SECTION 3. SPECIFIC A~ND~NTS TO THE DALLAS
ELECTRICAL CODE.
The Electrical Code of the City of Dallas adopted
by this ordinance and attached hereto as Exhibit "A" is amended
as follows:
(b)
(a) Section 15-85 is amended to read:
"Only authorized employees of Texas Power and
Light Company shall be permitted to make the
connection between the Texas Power and Light
Company's service conductors and the customer's
service entrance conductors. "
(b) Section 15-86 is amended to read:
"When new electrical meters are installed or
existing electrical meters are to be relocated
the disconnection, connection or reconnection
to the meter shall be made only by authorized
employees of the Texas Power and Light Company".
(c) Section 15-95 is amended as follows:
By deleting the words "at least five years"
from the tenth line thereof.
(d) Section 15-97 is amended as follows:
By deleting the entire section.
(e) Section 15-98 is amended to read"
"The chief electrical inspector and his in-
spectors shall be appointed by the City Council
and shall serve under the supervision of the
Building Official."
(f) Section 15-102 is amended as follows:
By deleting all except the first five lines.
(g) Section 15-104 is amended to read:
"To secure a certificate of registration as
a qualified and competent electrician in any
of the classes set out in section 15-103, an
application shall be made in writing and add-
ressed to the Building Official. The applica-
tion shall show the applicant's name and such
other information as may be prescribed. In
order to be registered the applicant must
show that he holds a currently valid license
or certificate of registration in another
city and must submit satisfactory evidence
to the Building Official that his license
or certificate of registration was issued
under conditions not less restrictive than
required by the Dallas Electrical Code for
issuance of a certificate 4f registration.
He shall also pay the registration fee
required by this code."
(h) Section 15-104.1 is amended as follows:
By deleting the entire section.
(i) Section 15-106 is amended as follows:
By deleting all except the first four lines.
(c)
(j) Section 15-108 is amended as follows:
"The fees for registration shall be payable
at the Building Officials Office as set out
in Table 1. Provided however, there shall
be no examination fee charged as mentioned
in table 1. The annual fee shall be paid
before the issuance of a certificate of
registration and after the person has been
approved by the Building Official. The
fiscal year for the payment of fees shall
begin on January 1 and shall end on December
31 of the same year. In case of new regis=
trations after July 1 of any year, the
annual fee shall be one-half of the amount
shown in Table 1; provided, that renewal
fees shall not be so prorated".
(k) DIVISION 4. "Board of Electricians"
Sections 15-117 through 15-123 are
is hereby amended to read:
"BOARD OF APPEALS.
In order to determine the suitability of
alternate materials, methods, devices and
equipment and to provide for reasonable
interpretations of the provisions of this
Code, there shall be and is hereby created
a Board of Appeals consisting of five (5)
members, all of whom shall reside within
the corporate limits of the City of Coppell.
Members shall be appointed by the City
Council or if such members are not so
appointed the City Council shall sit as
the Board of Appeals.
POWERS AND DUTIES OF THE BOARD OF APPEALS.
The Board shall have the power to pass upon
the true intent and meaning of the several
provisions of the Electrical Code and also on
questions wherein it is claimed that an
equally good or desirable form of installation
or material can be used, and to permit the
same, but it is expressly limited to those
matters. The Board shall have no power to
otherwise limit, modify, or change this Code
the same to be accomplished only by ordinance
amending the Code. All rulings and decisions
of the Board shall be final and binding upon
all parties, and upon making its decision on
any matter it shall be the duty of the Building
Official to enforce the decision of the Board.
(1) Section 15-128 is amended as follows:
By changing the "Minimum fee per permit" as
shown in part one from $1.00 to $2.50. All
other fees to remain unchainged.
(m) Section 15-146 is a~nended as follows:
By substituting "Texas Power and Light
Company"for "Dallas Power and Light Co."

SECTION 4. REPEALING CLAUSE:
Ail parts of ordinances inconsistent or in conflict
with the provisions of this ordinance are hereby repealed. Ordi
nance Number 60 is hereby specifically repealed.
However, the repeal of existing ordinances by this
ordinance shall not effect or prevent the prosecution or the
punishment of any person for any act done or committed prior
to the effective date of this ordinance in violation of any
ordinance hereby repealed; and prosecution for such offenses
may be instituted and causes presently pending proceeded with
in all respects as if such prior ordinance or ordinances had
not been repealed.
SECTION 5. SEVERABILITY CLAUSE:
If any article, paragraph or sub-division, clause,
phrase or provision of this Ordinance shall be adjudged in-
valid or held unconstitutional, the same shall not affect the
validity of this Ordinance as a whole or any part or provision
thereof other than the part so decided to be invalid or uncon-
stitutional.
SECTION 6. PENALTY CLAUSE:
Any person, firm or corporation violating any of the
provisions of this Ordinance shall be deemed guilty of a mis-
demeanor and, upon conviction, shall be fined not to exceed the
sum of two hundred ($200.00) dollars for each offense and each
and every day such offense is continued shall constitute a new
and separate offense.
SECTION 7. EI~RGENCY CLAUSE:
The fact that the present City regulations are in-
adequate to properly protect the public health, safety and
welfare, creates an urgency and an emergency and requires that
this Ordinance shall take effect immediately from and after
the publication of its caption as the law in such cases pro-
vides.
SECTION 8. SPECIAL HANDLING OF ORDINANCE:
Due to the size of the Volume attached hereto as
Exhibit "A" it is hereby directed that the original of this
Ordinance, with Exhibit "A" attached, be kept in a separate
file in the office of the City Secretary, and that a duplicate
original of the Ordinance, with a photocopy of the cover sheet
of such Volume, be placed in the Official Ordinance Book.
