According to the results, the City of Carrollton believes that construction of this utility lIne does not require a Con/dot Development Certificate permit since it complies with section 1.4 (Exemptions and Variances), item C (Discharges of material for backfill for utility lines, provided there is no si?ii, cant change in the pre-existing bottom contours). The aerial crossing ove~ the Elm Fork Trinity River shows a minor increase in the water surface elevation for a very short distance, which results in no negative impact to any struetu~ within this short reach.
