I spoke with Danny Fortune this morning. The city has been meeting with Verizon weekly about this project. We typically host utility coordination meetings quarterly with all public utility companies that serve the citizens of Coppell to discuss upcoming projects. The city has not included the cost of burying the overhead lines along the roadway in our capitol improvement project budget. I am happy to discuss this further in person or on the phone. He told me that Verizon actually did want to bury the cables. He said that this was in their 1st proposal to the city once they were notified of the street widening on Coppell Rd. (i.e. not have the poles with the original copper wires for DSL, etc.), but he said that the city of Coppell told them that they didn't want to incur that additional cost. He did mention that they co-share the poles w/ the electric company & that the electric co. needed to remain aerial (I did not delve into this comment because I don't have any expertise in electric service delivery & requirements of poles vs. underground). After reading thru lots of these emails about this matter, I truly think there is a disconnect between Verizon & the city of Coppell & that perhaps a face-to-face meeting between the 2 entities be required to resolve this matter quickly. I will say that I am impressed by Verizon's desire to stop by & discuss this face to face with it's customers & not just send a quick email dismissing our concerns. It sounds to me that they are willing to listen & discuss our concerns. I have cc'd Danny Fortune on this email so that he, too, will be in the loop. Verizon operates their own utility under the City's Right of Way Use Ordinance. That ordinance requires them to move their utilities in the event the city expands the street and a conflict is created. This ordinance requires all new utilities to be installed underground. An existing overhead utility is permitted to remain overhead in the event it is relocated due to a city widening project. The poles located on the west side of Coppell Road from Ruby Road to Sandy Lake were not in conflict with any of the expansion, and as such will not be relocated as part of this project. The poles on the east side were in conflict, and were required to be relocated. This line still provides service to Wilson Elementary and the homes on the east side of the road south of the school. We requested that Verizon bury these lines, however they indicated that that was cost prohibitive. The blue pipes being installed underground is a new water main. The water utility is owned and operated by the City of Coppell. You will soon see a large diameter storm drain pipe being installed as well. It appears that everyone's concern is in line to the east side of Coppell Road. (Verizon) I cannot understand that the City would do a Handshake Deal on a road construction project with a large telecom. The west side looks more complicated with 3 providers using common poles? It would be important to know what the contract covers for this side of Coppell Road. As I see the development move along I see large blue pipes being laid. I am not in construction but assumed that it would house wiring? Power poles on west side of Coppell Road are shared by Oncor, Time Warner, and Verizon. Power poles on east side are Verizon only. It was understood (but not contractual) that Verizon, after moving their customers over to their new services, would bring down the east side poles and having everything underground. They have elected not to do so although City representatives have made multiple requests.
