Box 478 Coppell, Texas 75019 Dear Mr. Griffin: Subject: Central Regional Wastewater System Point of Entry - City of Coppell Elm Fork Relief Interceptor, Segment EF-G, Station 47+30 Serving the East Belt Line Road Sanitary Sewer Project CRWS file no. 961231 .poe In response to the point of entry request dated April 5, 1996, the Authority has reviewed the construction standards to be utilized. The Authority approves your request based on the information submitted which includes a plan and profile sheet titled East Belt Line Road Proposed Sewer Line. Connection details from this sheet have been revised to indicate connection to the Elm Fork Relief Interceptor, Segment EF-G. These plans were prepared by the City of Coppell. Approval for this point of entry is subject to the following requirements: 1. The Central Regional Wastewater System Engineering Field Services Division must be contacted at (972) 263-2251 at least 72 hours prior to construction. If the Authority is not notified, the Authority reserves the right to request the contractor to excavate his work for inspection. All inspections shall be performed by Authority personnel only. City inspectors are not responsible for Authority facilities. 2. All points of entry must be constructed within one year after their approval by the Authority. Any alterations to the plans concerning the Authority's pipeline, manholes, or other appurtenances must be preapproved by the Authority. 3. A preconstruction meeting between the contractor, the City of Coppell, and the Authority will be required pr!or to construction. 6500 W. If construction of the line is after the construction of Elm Fork Relief Interceptor, Segment EF-G, the connection will be made to a stub out left for that purpose. The exact location and elevation of the stub out shall be verified prior to construction of the bore across Belt Line Road. If construction is prior to construction of Elm Fork Relief Interceptor, Segment EF-G, then a manhole must be constructed on the Coppell Interceptor and the connection made using an adapter approved by TRA. The connection must be made at the elevation and location for the Elm Fork Relief Interceptor, Segment EF-G. The City has elected to connect to the TRA system at the flowline, therefore, the connection will operate under submerged flow conditions and flows from the Authority's line may surcharge into the City line. It will be the responsibility of the City to install backflow prevention devices if necessary. 5. The contractor shall verify the location and elevation of the existing TRA line prior to the construction of the last portion of the connection. 6. The contractor shall use OSHA approved trench safety procedures when working around TRA facilities and OSHA approved confined space entry procedures when entering a TRA manhole. The safety equipment shall be furnished by the contractor and shall be OSHA certified. Persons working in these areas shall be trained in the proper use of the safety equipment. TRA personnel shall be present anytime a TRA manhole is entered. 7. TRA lines, manholes, and appurtenances shall be secured at all times during the construction of this point of entry. This point of entry will service the City of Coppell, Texas and wastewater contribution will be monitored at Meter Station 17.0E (to be relocated during the construction of Elm Fork Relief Interceptor, Segment EF-G).
