Caleb,
It appears that 8" water line was not separately permitted. The line was built in the 1960's, long before
DART became the owner of this line. In 1997 we entered into an agreement that appears to us to have
licensed the existing street and utilities. That agreement is #970902.

In researching the background of the Coppell Rd. RR crossing, I discovered that Agreement
#970902 was created by DART to grandfather all existing crossings that did not have previous formal
agreements in place, which included Coppell Rd. and the Thompson/Lattimore crossing. Our
documentation includes Council action on Item 4E of the 7/28/97 agenda approving Resolution #072897.2

Do you have the permit number for the 8" waterline? I called DART and they wanted to look it up. They
said we probably couldn't use the existing permit for this, but I'm not sure if she was clear on what I was
asking. I want to call her back with the permit and try and walk her through what our intentions are.
