I think you are probably aware of this but my main concern about clearances is for future repairs to the water line. We would need
to have at least 5' of clearance on all sides of the pipe. If we had to repair a leak in this line, our trench line would probably be 20'
wide at the top of the excavation. If we disturbed the soil up to twenty feet deep next to a bridge pier, could this cause structural
problems with the pier itself. If we had piers straddling the water line, we could hurt the integrity of two piers. I do not have
enough information to make a judgement on this matter.
If the bridge is going to be sitting on 100' pilings, this probably would not be a problem. If it is sitting on 50' pilings, it could be a
huge problem. If the bridge abutment is going to be sitting on spread footings, it may or may not be a problem. I do not know
enough about the design of the bridge. this is the main reason I was wanting to shift the bridge further to the north. Has anyone
considered building a small driveway type road around the outside of the bridge approaches in order to access these properties.

We want to make sure that we have vertical clearance to excavate down to the line in the event we need to make a repair. If the
abutment is clear, however the deck or beams overhangs the line we may still have a problem. I guess we will know for sure once
we locate the line.

Dave and I agree that if we move the bridge to the north, we won't be
able to provide access to the first few residences on the northeast
side. Our structures group assures me they can modify the abutment to
clear the waterline once we pinpoint the horizontal location. The pipe
is 15' to 20' deep at the creek.

Ok. I will schedule the locate ASAP. Once we know the exact location
of the waterline, we can modify the abutment without moving the bridge
location.

Madonna,
Our Public Works folks have some concerns about the proximity of the
bridge to the 24" water line. Their specific question was "why can't
the bridge shift north?"
In looking back through my notes, I know we were trying to minimize
grades on the drives east of the bridge, but I don't know if there were
other reasons too. Is there a compelling reason we can not shift the
bridge to a point where they have at least 5 feet clear between this
water line and the abutment? I think we want to avoid the expense of
relocating this line if it's possible.
After talking this over with Dave, and looking at your options, if you
still want to send your field crew out to tie this line down, we will
authorize the additional expense.

I have not been able to view the attachment, but I have sent it on to
our public works department for review. If we have more accurate
information I will send it to you.
We will also go out to the field and investigate this location. We have
a vac truck, and we may be able to expose the line and have your
surveyor come out and take some shots on it.
I'm in class today and tomorrow, but I'll get back with you either
tomorrow afternoon or Monday.

Keith,
The attached .pdf shows the Southwestern Blvd. proposed bridge abutment
shaft and the 24" water to be very close to one another. The 24" is
shown based on record information from the City and field surveyed valve
locations. The pdf is not to scale, but there is less than 1' of
clearance between the two. It may be possible to modify the abutment to
avoid the water main, but we will need to know the exact horizontal
location of the pipe. The alternative would be to relocate a portion of
the 24" water main in Southwestern to eliminate the conflict with the
proposed bridge abutment.
I can, with your approval, have our SUE group perform the locate. We do
not have a budget in the contract for this type of work, and I've
received an estimate of $2,000 max to locate the water main. The
maximum fee is based on needing to use the vac truck due to the
excessive depth (15 ft) at this location.
I will call you to follow up and get your direction on how you would
like us to proceed.
