It is the nothbound left turn lane that we will be putting in. If there is no northbound left turn lane the
people will stack up there to turn left when the light is green

Where exactly are you referring to? The right-hand or left-hand side, northbound?
Were there previous conversation/meetings where the conclusion came to include a turn lane,
northbound?
