RE: Grapevine HI, IV and Bethel Road Sanitary Sewer Improvements SS 94-02
Dear Mr. Hindman:
Recently, I noticed that Larry Redden, Serial Nmnber 52653, was listed in the section for
expired license in the March 1, 1995 roster. Because this date closely corresponded to the
date that Mr. Redden sealed, signed and dated plans designed by himself and submitted to
the City, I contacted the State Board of Engineers to ascertain the exact dates of when his
license expired and if it had been reinstated. I spoke with Ed Jones of the Legal
Department and was informed that Mr. Redden's license had expired in September, 1994
and was reactivated March 23, 1995. Those dates reveal that Mr. Redden did not have a
valid license on the date that he signed, sealed, dated and submitted plans to the City of
Coppell. This appears to be a violation of the Texas Engineering Practice Act. Therefore,
by virtue of Section 15c of the Texas Engineering Practice Act, I am required to report this
violation to the proper authority. I have provided a copy of a section of the plans showing
Mr. Redden's seal, date and signature to Paul Cook of the Engineers Board.
I find it somewhat disturbing that HDR Engineering, Inc. would enter into a contract with
the City of Coppell in November, 1994 and assign a lead engineer to the project, Mr.
Redden, who did not have a valid license. Mr. Redden carried this project through not
only its design, but sealing the plans and submitting them to the City. The City of Coppell
would like to ascertain as to whether or not representatives of HDR were aware of the fact
that Mr. Redden's license had expired, and if so, why HDR would continue to allow Mr.
Redden to practice engineering without a valid license and not report the same to the State
of Texas Engineers Board.
