Dear Mr. Griffin:
I would like to update you on the status of our discussions with property owners along the Dallas Water
Supply Line No. 3 project. The discussions have been generally friendly and the owners se, eni to b~
cooperative for the most part, at least in concept. Two situations deserve your attention.
The first is the situation thru the Northlake Woodlands East No. 10 site. Mr. Steve Parsons informed us
that he plans to begin paving in the project by August 1 and plans to be completed by September 1.
Unless the contract between Irving and Coppell is agreed upon, our corridor will be paved over. If an
agreement is consummated, perhaps Coppell and the developer could agree to paving only one-haft of
Bethel School Road in the area of our water line. ff so, we would commit to having the entire road paved
as soon as we could install the main in this section, certainly before February, 1995 as the developer
committed to the City. Details must be worked out, but that is a situation you may want to consider.
Regarding the 48 acre Lou Lebowitz site, Mr. Lebowitz has made a comment to the effect that he is going
to talk to City Council regarding the prospect of having any modifications to his presently approved site
plan endanger his present zoning status. Again, our discussions with property owners at this point were
primarily to introduce ourselves and the project and to get their initial reactions, especially since design
realignments appear to be required. When the best, precise alignment is determined, we will negotiate
with property owners on details. In this ease, perhaps the City of Irving, on behalf of Mr. Lebowitz, could
request the minor modifications that may be required to lot lines to accommodate the water line. It is
premature at this point, and certainly not our intent, to involve Coppell staff or City Council in "what if?"
scenarios.
ff the contract is agreed upon this week as demanded by Dallas Water Utilities, I would like to meet with
you to go over the current status and to plan our next steps. In the meantime, I thought you may be
getting some feed-back on the above. If you have any que, stions or comments, please do not hesitate to
