I think that sounds like a good idea. Will you contact me when a
contractor has been selected? For now, just use me as the point of
contact.
Another question, (I know I will be asked this by a homeowner(s)) what
will be the $$ responsibilities of the HOA during this project? It sounds
like we are expected to take care of disconnecting the fountain, should I
expect other items to occur? I need to give the board aheads-up.
Basically, need to know when $$ cost will be paid for by the City & when
the HOA will be expected to pay.

I'm not sure what is required at this point either. Perhaps when we get a
contractor on board they can meet with your maintenance company and figure
it out.

Don't mean to be dense -but just want to make sure what I need to have
done. Where should the fountain be disconnected from? We can turn the
fountain 'off', but it sounds like more than turning the fountain 'off'.
As you can see, I'm an accountant and not an engineer!!

It would be best if you were able to have it disconnected before we begin
work. Let us open bids and award a contract before you actually
disconnect it though.

We currently have this project out to bid. We will open bids on August
5th. I anticipate work beginning on the project in September.
One question that has come up relates to the fountain in the middle of the
pond. Who do we need to coordinate with as far as disconnecting that
while the work is done?
