I did speak with the District Engineer, Gary Bailey, on December 12th and he was at a loss on
how to best resolve this issue. During the course of our conversation he stated that TxDOT
would not completely clean out the pipe at this time but he did offer that they would have
more frequent evaluations of the outfall to remove silt accumulation. He also stated that he
would evaluate the suggestion of constructing a more permanent barrier around the inlets. I
can anticipate that your next question is the same as mine -what time frame for a more
permanent solution and how frequent will the evaluations for silt removal be? I don't have
that answer and Mr. Bailey did not offer that in our conversation. I will follow up with
another letter to TxDOT. The city has not secured the services of a geotechnical engineer yet
to test the silt.
I apologize for the delay in responding to your email. I did take time off at Christmas to
spend with my daughters from college and just returned to the office this week.
