Dear Mr. Proza:
Subject: Metering Project for Dallas Water Supply No. 3 (to Irving)
This communication is intended to rescind my letter of November 28, 1994, which asked for
an indefinite postponement of the contract for the design of the metering stations associated
with Irving's project identified as Dallas Supply Line No. 3. We request that you resume the
design of these stations.
It is our understanding that Dallas bears the cost of design for these stations, while the
participating cities, Irving, Coppell, and Lewisville, will bear the entire construction cost,
shared on a pro rata basis as we previously agreed (contract dated October 6, 1994). We
further understand these stations are to be in place and operable within two (2) years from the
date of this authorization.
Re!ative to this issue, tho City of Dallas staff, on June 17, 1994, provided us with a draf~ of
the 'Agreement for Construction of Water Transmission and Metering Facilities." This
document was previously discussed and revised finally on September 7, 1994. It was also
being considered by the parties when this project was placed on hold. Apparently, we need to
make sure that the last revision is acceptable to all concerned parties and proceed forward with
it. I will have Assistant Public Works Director/Water Utilities Ron McCuller contact Phil
Boyd in this regard.
Finally, we also need to resume considerations of a long term treated water contract with
Dallas. Again, we have a draft contract, less exhibits, that was supplied by the City of Dallas
over one (1) year ago. As of our last conversation with your staff in this matter, Exhibits "A"
and "C" were still being developed. I will also have Assistant City Manager Ralph Ellis
contact your staff in the near future in order to proceed with this issue.
