I think they should construct it with Rosas. The only concern from the meeting with the developer is upfront costs, since they will also be constructing the deceleration lane for SH 121. Traffic safety trumps costs... so they should construct the decel lane with Rosas. See below: ...That prior to the issuance of a certificate of occupancy of the building, the property owner shall construct the traffic signal in accordance with the approved traffic signal design plans and comply with any changes mutually agreed upon between the City of Coppell and the City of Lewisville; components include but not limited to, traffic signal heads, signal pole, video traffic detection, mast arms with traffic signal indicators, opticom sensor, confirmation light, relocation of pedestrian signal, as well as any required pavement markings or signs pertinent to the intersection. At a minimum, a deceleration lane shall be constructed at this time at the southern driveway along Denton Tap Road with the development of Rosas. Depending on how the balance of the property develops, a second deceleration lane may be required at the driveway at the Highland Drive intersection.
