Lakewood B-CS080611 (12/18/2009) Ken Griffin - Study for fence behind 228 and 224 Hollywood Dr.Page 1 From: "Davin Bernstein" <dbernstein@metropcs.com> To: <kgriffin@ci.coppell.tx.us> Date: 6/11/2008 12:15 PM Subject: Study for fence behind 228 and 224 Hollywood Dr. Attachments: Hydrology Study proposed Scope.doc Mr. Griffin- It has taken a little bit longer than expected, but Luigi and I are retaining Homeyer Engineering to do the study that we discussed a few weeks ago to allow us to move our fences out approximately 50 feet from their original location. I wanted to double check the scope of work with you to ensure this is what you expect to see and how we finalize the status of the fence location. Can you please confirm the report as described in the attached scope of work is what you want to see? I also am not quite clear what the final approval is from your office. Would you give us a letter that confirms receipt of the study and confirms we can install a fence inside the floodplain, subject to homeowner association approval and obtaining a fence permit? Also, I wanted to confirm that there aren't city fees we need to pay to submit the report to your office. You did mention when we met that we would have the typical fence permits, so we both are expecting those costs. Thanks for your help in this matter. Hydraulic Feasibility Study for Fence Extension behind 228 and 224 Hollywood Dr. A. Data Collection and Basemap Preparation 1. Obtain site plans, surveys, etc. for the area and any pertinent information available from the owners for the existing and proposed fence locations. 2. Retrieve topographic maps, the owners, the City of Coppell, and North Central Texas Council of Governments, as necessary. 3. Retrieve existing floodplain information. 4. Site visit to inspect the site, take photographs and determine hydraulic coefficients (and confirm coefficients as needed with the City of Coppell). 5. Merge all existing data, create work map and annotate as required. B. Hydrology and Hydraulic Analysis 1. Build existing conditions hydraulic model to reflect existing site conditions. 2. Run and debug the model if necessary to establish pre-project flood levels. 3. Build proposed conditions hydraulic model to reflect conceptual design of fence in new location. 4. Run and debug the model if necessary to establish post-project flood levels. 5. Create water surface elevation and flow velocity comparison tables for the different site conditions. 6. Compute valley storage for the different site conditions. 7. Create hard copy and digital copy of all hydraulic models. Plot cross-sections, Plot crosssections, hydraulic profiles, etc. 8. In the event that the proposed fence does impact water storage or flows, rerun model to determine a reduced fenced area location of fence that would result in no impact. C. Report 1. Write, edit and compile report. 2. Prepare Exhibits and tables as needed for the report. 3. Assemble and bind three copies of the report, one for the owners, one for the City of Coppell, and one to be retained by Homeyer Engineering, Inc. 4. Submittal and presentation to Owner(s). 5. This scope of work includes one meeting with the Owner(s) for the purpose of reviewing the study results and one meeting with the Coppell City Engineer to review the results and answer any questions he may have about the study.
