Dear Mr. Phillips:
First, I want to express my appreciation for you and your city staff.
Marcie Diamond, Tim Oates, Lisa Salinas and David Malone have
continually served the community, as well as Christ Our Savior
Lutheran Church, in the most professional manner over the past months.
The primary purpose for my message though, is to correct false
information that is circulating about the history of land transactions
for property owned by Christ Our Savior Lutheran Church. The “Top 10
Reasons” email that is being circulated by Wes Mays and the Westbury
Manor HOA is simply not true.
- We have never owned/sold 7 acres of land to Ryland Homes to build
Westbury Manor.
- Over 400 students were enrolled in pre-elementary and elementary
education programs that took place on the 4.85 acres of land at 140 S.
Heartz Road.
- The original SUP that was granted to Christ Our Savior Lutheran
Church for pre-K through 5th grade education was based on the 4.85
acres of land that Manara Academy is leasing.
- The majority of our students were from communities outside of
Coppell, similar to the student demographics for Manara Academy.
- Since the majority of our students required extended daycare, the
traffic impact of commuting parents would have been greater than if
all the students were elementary age, since pick-up and drop-off times
coincided with peak traffic periods.
- Although our traffic management plan was not as extensively designed
as the one created by Kimley Horn, we received only a few traffic
complaints from surrounding neighbors, even after the development of
Westbury Manor.
My hope is that this additional information will be useful to you and
the City Council as approval for the ordinance allowing Manara Academy
to occupy 140 South Heartz Road is deliberated on July 14, 2009. I
will be out of town July 9 - 12; however, I can be reached on my cell

The following stipulations were suggested and/or agreed upon by Sadak Shaik vice-
president of the board of directors of the Manara Academy and Amaris Obregón
Principal of Manara Academy during meetings at the Coppell Planning and Zoning
Commission and the Coppell City Council and at Town Hall meetings with residents of
the area:
No queuing on Heartz
10 foot “no play” zone enhanced by a fully landscaped buffer to help mitigate
noise along London Way..
On-site Parking (108 spaces) only to prevent any adjacent areas to be used as a
drop-off or pick-up points..
5 minute vehicle idle limit or “No Idle Zone” consistent with EPA regulations
East Gate (London Way) to be locked at all times except for Emergency Vehicle
Use
Limits on after school activities to one grade per night
Limits on recess to no more than one grade level at a time (ie. staggered recess)
Several other stipulations have been identified to further enhance health, safety, and
ascetics of the property:
Ascetic screening for dumpsters to comply with existing city code
Extending the existing fence on the Northern property boundary from London
Way to Heartz.
Addition of a 10 foot landscape buffer (bushes, hedges, etc) on the fence line
adjacent to London Way from the existing east gate to the Northern property
boundary.
Lastly, an original agreement between the builder, Ryland Homes, and Christ Our
Savior Lutheran Church was for Ryland to install an architectural fence along London
Way from the driveway on London Way to the Southern edge of the property and the
church would duplicate the fence to the northern property line. Ryland completed their
section of the fence but the church did not comply with the agreement. It would be
appropriate for the fence to be installed per the original agreement to complete the
architectural plan of the community.
