Acting City Engineer City of Coppell P.O. Box 478 Coppell, TX 75019 Re: MacArthur Boulevard Floodplain Information Dear Ms. Daneshmond: You will recall our earlier conversation regarding our concerns that the MacArthur Blvd. construction may impact the floodway of Denton Creek, and therefore cause problems with FEMA approvals. To clear up the matter we had a conversation with John Karlsruher of Ginn, Inc. and he suggested we contact Matt Miller of FEMA Headquarters to obtain a ruling on this matter. We contacted Mr. Miller and discussed the project with him. Mr. Miller agreed that if we submit MacArthur Blvd. as two separate projects, one for the bridge and one for the roadway, and we can show that the bridge causes no increase in flood levels, FEMA would accept this. This FEMA ruling cleans up the matter. However, we stress the importance that any submittals that address MacArthur Blvd. in the future must carefully distinguish the bridge and the roadway as two separate projects. Let me know if you need further clarification. CC: John Karlsruher, Ginn, Inc. Phil Deaton, Carter & Burgess Sincerely, KIMLEY-HORN AND ASSOCIATES, INC. Ronald W. Morrison, P.E.
