Capt. Pletcher,
Around 4 p.m., on 08- 24 -09, 1 received a call from Principal Amaris Obregon at Manara
Academy. She initially said a number of neighbors stood on their front lawns and yelled
at parents who were picking up their children after school let out at 3:20 p.m. She then
added that some of them came even closer, apparently onto the sidewalk near the
school property, and yelled as well. She said she notified me because she was
concerned for the parents and children.
I told her that I would be in the area on 08 -25 -09 in order to see if the event is repeated
and if there are any criminal violations. I explained that it might be a first amendment
issue and there might not be anything we can do, beyond possible officer presence, but
that I would be in the area to observe the situation in the event that it is more serious.
