We can not accept their changes. We can allow them to withdraw their bid, but by doing so, I'm not sure what that will do to the bid bond. I know we have aloud vendors in the past to withdraw, but I don't recall if we kept their bid bond. We will have to move on to the next low. I know Keith had some concerns with Tiseo. They stated that they overlooked the concrete barriers for the traffic control, use 2006 pipe prices instead of 2008 prices, used the wrong number for excavation and failed to consider the trucking costs when they bid the right-of-way preparation. They told Keith that there should be no problem because they would still be the low bidder. It seems they did not study the plans and submit a valid bid. I'm not sure what approach we should take at this time, but I'm leaning toward cashing in their bid bond (about $115,000) and moving to the next low bidder. The next low bidder is Tieso (again). This means that the project will cost about $2,900,000. This is just preliminary information at this time. I'll keep you updated when I have more information. ken g
