Mr. Griffin & Mr. Marvin,
I apologize for this getting shifted among various people working the Texas Midstream Gas Services
(TMGS) project. Mr. Coats will no longer be involved with our Project after Friday 4/11/2008, there after I will be
responsible for obtaining City Permits. Justin Bond became involved when Public Affairs was asked by
management to make inquiries as-to the status of the TMGS applications.
I believe we are working through two main issues concerning the proposed Public ROW crossings: 1) TMGS
prefers HDD (wet) drilling which results in a non-horizontal, variable depth crossing, and 2) TMGS prefers not to
place the pipeline in casings. We have submitted four (4) applications for ROW Permits and have been trying to
obtain a City response. My understanding of the City of Coppell's requirements are a horizontal pipeline
crossing placed inside a pipe casing at a minimum depth of 10' below City service line(s) (particular case is Bethel
Road).
What I would appreciate is a written City response (via E-mail or in writing) as to the City's review of the proposed
applications which I will take to our Engineering/Construction staff. Subsequent to this exchange I would envision
a meeting between City Staff and the TMGS Engineering/Construction folks to try and resolve any remaining
issues.

Thank you for your return call this afternoon. As I mentioned, I am attaching the documents that were given to Mr.
Martin when our permit agents met with him several weeks ago. We wanted to be sure you were aware of the
issue so we could gain your approval on our approach.
As I also mentioned, Ken Weber is the permit agent for Texas Midstream Gas Services (TMGS), an associated
company, and will have the specifics on the casing topic and any plans to cross Bethel Road. I have asked him to

We are still compiling a shorter version of these notes, but with a topic so complex, I want to be sure you have all
the information needed at your fingertips. In particular, the 9-page document "Case Against Casings" has some
good information on our position. Ken Weber can walk through the specifics and get to the heart of the issue.
