Box 660163 DART Dallas, Texas 75266 -7210 214/749 -3619 May 19, 2008 Via E -mail and U.S. Mail Mr. Ken Griffin, P.E. Director of Engineering/Public Works City of Coppell 255 Parkway Boulevard Coppell, Texas 75019 RE: DART's Engineering Review Comments regarding plans submitted for the proposed widening and reconstruction of an existing public road, Coppell Road, crossing the Cotton Belt Line at Mile Post 609.01 in Coppell, Dallas County, Texas. Dear Mr. Griffin: I have received comments from DART's engineering consultant regarding the plans submitted by Freese and Nichols, Inc. under cover letter dated March 19, 2008, from Austin Gunter. Included in the submittal bedsides the letter was an application, engineering checklist, a drainage report and drawings numbered 1 -35 of 35. The submittal was reviewed to determine compliance with the DART Design Criteria Manual, Volume 1, Chapter 2, "Trackwork ", Chapter 7 "Drainage" and American Railway Engineering and Maintenance -of -Way Association ( "AREMA ") Section 8, "Highway- Railway Crossings ". It was determined that the following items were not adequately addressed: 1) The existing and proposed 100 -year storm water flow hydraulic grade lines must be shown in profile for the modified culvert on DART right of way. (DART Design Criteria page 7.6.3 — Channel Geometry Design Consideration) 2) The proposed drainage design must be approved by the City of Coppell Regional Storm Water Administrator. (DART Design Criteria 7.1.2 — Drainage Report) Provide a copy of this approval. 3) The drainage report must contain a certificate signed and sealed by a professional engineer registered in the state of Texas stipulating the design procedures are in full compliance with the requirements of DART's Design Criteria. (DART Design Criteria 7.1.2 — Drainage Report) The comment received from Fort Worth and Western Railroad is: 1) Construction sequence on construction phasing plan sheet should include the signal and crossing work. A courtesy copy of the latest plan set was shared with both FWWR's track work contractor for the crossing surface and their signal contractor. Page 2 Mr. Ken Griffin, P.E. May 19, 2008 In addition to the above comments, please show the railroad corridor as owned by Dallas Area Rapid Transit as Fort Worth and Western Railroad has no ownership, but a trackage rights agreement with DART for operation and maintenance of the corridor. Also, Please show the width of both the railroad corridor and Coppell Road. Please revise the drawings addressing each of the comments above and resubmit along with a letter of explanation. Please to me at P.O. Box 660163, Dallas, Texas 75266 -7210. If you have any questions, I may be contacted at (214) 749 -3619 or via e -mail at fwilsonna,dart.org.
