Chief Mayfield to Alan Ratliff
Chief Mayfield requested our review on the above referenced memo,
and the following sets forth our comments.
PROBLEM:
The congestion occurring on Lodge Road just south of its
intersection with Parkway Boulevard is creating a traffic hazard
due to parking on the east side of the road, while only one half
of the road (18.5') is paved. This narrowness does not allow for
safe passage of other vehicles when parked vehicles are present.
SOLUTION:
We agree with Chief Mayfield that the short-term solution would
be to impose "no parking" restriction upon that section of Lodge
Road. This should be done as soon as possible. It may cause
some problems with the residents, but having a meeting, as Chief
Mayfield suggests, with the homeowners/residents along the
affected area may help alleviate some of the concerns.
Another solution may be to provide asphalt paving as a temporary
measure under the following conditions:
1. Verify how much, if any, right-of-way is available.
2. Notify property owners, especially along west side of road.
3. From where existing concrete ends, approximately 350' south
of Parkway Boulevard, to south of Grace Road where the
existing pavement widens to a two-lane narrow road, which is
about 1125 feet; and utilizing the existing gravel shoulder
along the west side:
a. Rework the 6' - 8' shoulder area with very minor
modifications to grade, excavate enough to allow for a 2"
minimum thickness asphalt overlay.
b. After excavation, minimal compactive efforts should be
required prior to placing asphalt. (Flex base could be
used in lieu of asphalt if City wants.)
4. Use the newly improved asphalt shoulder for parking on the
west side only and do not allow parking on the east side.

5. This should allow two-way traffic on the 18.5' concrete
portion that exists now with room for vehicles to meet and
pass.
6. Limit speed limit to 25 - 30 m.p.h.
This solution is minimal, at best, and may present other problems
such as:
1. Non-conformance of parking on west side only; and having to
cross street to get to homes.
2. Conflict with property owners on west side.
3. If less than 8' is paved, traffic hazards may be encountered.
4. Maintenance of shoulder area in good repair for parking.
5. Initial costs to City with no immediate help from adjoining
land owners regards to pro-rata.
A very rough construction cost estimate of this temporary
solution would be as follows: (assuming contracted out and not
done by City forces)
Excavation/compaction/asphalt/contingencies $10,560.00
Of course, the obvious long-term solution would be to bring that
portion of Lodge Road, which is substandard, up to City
standards. For the 1125' in question, for concrete pavement,
curb and gutter, drainage improvements, etc., a rough estimate
would be $146,000.00.
Eventually, all of Lodge Road from Parkway Boulevard to Sandy
Lake will have to be brought to City standards.
