AS-BUILT STUDY OF THE DENTON TAP ROAD BRIDGE REPLACEMENT City of Coppell Prepared by: Kimley-Horn and Associates, Inc. 12660 Colt Road, Suite 200 _ Dallas, Texas 75251 PURPOSE -- This submittal is for the purpose of seeking a revision to the regulatory floodway and designated floodplain for a portion of Grapevine Creek in the City of Coppell, Texas. This report defines an as-built bridge replacement at Denton Tap Road. The existing bridge at Denton Tap Road has been replaced with a new bridge consisting of three 70-foot spans, and extending from stream station 254+22 to stream station 255+42. This project is on behalf of the City of Coppell, with Ginn, Inc. serving as design engineers. This as-built study follows an approved condition Flood Insurance Study. (See FEMA approval letters at the end of this text.) HYDROLOGY Discharges used for the current analyses are those of the effective Flood Insurance Study (FIS) for Grapevine Creek in the City of Coppell, Texas. The 100-year mean recurrence interval _ discharges have been used to evaluate the effects of the proposed projects. More specifically, the 100-year discharges range from 10,500 to 11,800 cfs through the project area. The ultimate-condition 2-year and 100-year discharges were also modeled, as required by the City of Coppell. HYDRAULICS Hydraulic investigations of this study were conducted with the use of the backwater computer program HEC-2 Water Surface Profiles, developed by the US Army Corps of Engineers _ (Hydrologic Engineering Center, Davis, California, May 1984, update). Evaluation of the as- built project has resulted in the generation of four HEC-2 computer models and other support materials, which are included as the following appendices: -- Appendix I - Pre-existing condition model as submitted to FEMA by the City of Coppell, and presently under review by FEMA Appendix2- As-built conditions HEC-2 computer model for the bridge replacement Appendix 3 - HEC-2 encroachment model to determine the floodway configuration _ for the pre-existing condition Appendix 4 - HEC-2 encroachment model to determine the floodway configuration for the as-built bridge replacement Appendix 5 - Plotted cross-sections for both pre-existing and as-built conditions Appendix 6- Comparison Profiles of the 100-year water surfaces for the pre- _ existing and as-built conditions Appendix 7 - Floodplain work maps of all conditions analyzed in this study Appendix 8 - As-built construction plans (separate attachment) The pre-existing model is one that was submitted to FEMA and is presently under review. This model represents the best available hydraulic analysis. CI 0-90~G rap~e.~ta~9183.10 RESULTS Comparisons of the output tables of Appendices 1 through 3 and Table I indicate that as-built conditions result in water surface elevations in general agreement with the conditions represented by the pre-existing model. -- An exception to the agreement with pre-existing conditions occurs at stream station 252+85, where both proposed conditions scenarios produce an increase in water surface elevation in comparison to the pre-existing model. Inspection of the plotted comparison profiles of _ Appendix 6 indicates an anomaly at this section in the pre-existing condition scenario. The pre-existing condition water surface profile is seen to be greater at the next section 50 feet downstream, and greater at the next section 50 feet upstream. This anomaly was considered in the conditional study and approved by FEMA. The as-built conditions model yield an energy grade line elevation at stream station 252+85 which is lower than the pre-existing condition. Channel velocities at this stream station are ~"~ _ reduced in the as-built conditions model. Thus, an overall improvement in hydraulic :: conditions at stream station 252+85 is realized in the as-built conditions scenario. The lower energy grade line elevation produced is also in accordance with the newly proposed City of Coppell Floodplain Management Ordinance. Comparison of the floodway models of Appendices 3 and 4 indicate that either proposed conditions model results in a floodway that is less than or equal to the width of the extended --- FIS floodway at all locations along Grapevine Creek. The floodways and 100-year floodplains are depicted on the work maps of Appendix 7 for all conditions analyzed in this study. CONCLUSIONS AND RECOMMENDATIONS The as-built bridge replacement for Denton Tap Road is documented and technically -- supported herein. Additionally, as-built construction plans for each project are provided for review and clarification. -- It is recommended that the as-built projects be approved for modification of the designated floodplain and regulatory floodway for Grapevine Creek within the City of Coppell, Texas.
