Construction Plan Resubmitt~

Enclosed please fred one set of revised construction plans for the referenced project along with your
previous review set. As you will see all comments shown on the cities' review set dated July 25, 1990 have
been appropriately addressed. A summary of the major revisions to the plans are detailed below. Other
revisions were made as shown on the plans.
Sheet G-1
The water and sewer lines to be located within the MacArthur R.O.W. are currently being
designed by Carter & Burgess, Inc. under a separate contract with Vista Mortgage & Realty,
Inc. The utility plans will be submitted for approval to both the City of Coppell and the
Coppell MUD. The utility construction contract will be administered by the Coppell MUD
district. The plans are scheduled to be completed by late August, 1990. Installation of the
utilities along MacArthur Blvd. will occur prior to paving of MacArthur Blvd.
The FEMA issues regarding Denton Creek has been discussed with the City Manager in the
past. The FEMA work underway by the City's consultant will provide for construction of
MacArthur Blvd.
Sheet P-1 and P-2
The concrete sidewalks shown in the typical sections will be constructed in the future as
development occurs along the street R.O.W. However, sidewalk will be constructed on the
west side of the roadway from the Deforest intersection to roadway station 214+00. This area
is future city property and therefore will require that sidewalks be constructed now.
General note I has been added to Sheet P-2 stating that landscaping within the street R.O.W.
will be performed under a separate contract. The landscaping plans are presently being
prepared by Carter & Burgess and will be separately submitted to the City for approval.
Sheet P-3
* The proposed 6" gate valve to be utilized in the fire hydrant relocation has been deleted.
* Type "x~' inlets have been substituted for the Type 'C' headwalls. This will prevent debris from
entering the storm system.
* The left turn lane and median nose have been revised to Coppell standards.

* The driveway at station 214+90 has been relocated to station 214+65. The drive was also
widened from 18' to 20' and will serve the Furlan property.
* Barricades were added to the turn outs at station 217+90.
Sheet P-4
* The pavement transition and left turn lane at station 218+40 has been revised as requested
by the City. Pavement marking sheets are being prepared by Carter & Burgess and will
address the pavement transition from 33' to 22'. Left turn lane markings will also be
addressed on those sheets.
* The left turn storage of 60' at stations 218+40, 224+10 and 225+30 are controlled by the
location of the two bridges. The maximum amount of storage available will be provided.
* Barricades were added to the turn outs at station 224+75.
Sheet P-5
* A crushed stone transition has been added to the Circle Cove Drive turn out.
* A sidewalk has been added on the west side of Mac. Arthur Blvd. to station 214+00.
* It was decided in our meeting on August 1, 1990 that Vista Mortgage & Realty, Inc. is not
responsible for providing a left turn lane into the Lake Park Addition. Therefore, the addition
of a left turn lane on the existing pavement will not be required.
* The visibility criteria has been checked at the intersection at station 224+75. It appears that
no visibility problems will exist in this area.
* City of Lewisville approval of these plans will not be required since the entire project is in
Coppell and does not connect to any Lewisville facilities.
Sheet D-1
* As agreed upon in our August 1 meeting, the runoff coefficients used for drainage areas 6,
7, 11 and 13 will remain as is. As these areas develop in the future, the sites will drain to
Denton Creek as apposed to connecting into the existing system in MacArthur Blvd.
Sheet D-2
* The capacity of the storm pipe has been added.
* As discussed in our August 1 meeting, the surveyed normal water surface elevation in Denton
Creek during long term flood control releases by the Corps of Engineers was used in the

design of the storm system. Design of the MacArthur Blvd. storm sewer system for a 100-year
peak discharge with a 100-year flood peak occurring concurrently on Denton Creek appears
to be overly conservative. It is unlikely that both peaks would occur at the same time.
* Water and sanitary sewer crossings have been shown in profile.
Sheet D-3
* Fabricated R.C.P. wyes will be provided for lateral to trunk connections when a normal
connection cannot be made due to similar pipe sizes.
Sheet D-6
* The wall thicknesses shown on the single box and the half section-triple box detail have been
checked for appropriate loadings and were found to be adequate for HS-20 loads.
Sheet S-1
* The 100-year water surface elevation shown on the bridge elevation was based on previous data
provided by the City. A minimum of 1' of freeboard was provided.
* Sidewalks will be provided on the bridge on both sides of MacArthur Blvd.
We trust that we have adequately addressed all of the City's comments and will receive plan approval as
soon as possible. However, if there are outstanding issues relating to the roadway only, we request that
approval for construction of the bridge be granted. This will allow our contractor, who is already under
contract, to begin construction soon.
