Dear Mr. Griffin:
As discussed previously, bids for Dallas Water Supply Line No. 3 - Section 3B were
received on February 9, 1996 and this project was awarded on February 22, 1996 to J. C.
Evans Construction Co., the low bidder, in the amount of $1,000,153.00. Additional
funds in the amount of $19,847.00 were budgeted for Testing bringing the total budgeted
amount to $1,020,000.00.
Also, costs have been incurred by the City of Irving during easement acquisition for the
section of this supply line between the Elm Fork Treatment Plant and the Sandy Lake
Road Crossing. Attached is a memo from Mr. Doug Janeway, Sr. Right-of-Way Agent,
detailing these costs. In summary, there have been $11,177.00 in actual costs to date, and
an estimated amount of $17,960 to obtain two parcels in which eminent domain has been
authorized by our City Council. For the purposes of budgeting, the estimated amount of
$17,960 represents the appraised values of these properties. Actual costs may deviate
substantially. The total of estimated costs plus actual easement acquisition costs, at this
point, is $29,137.00.
in accordance with the Dallas Water Supply Line No. 3 contract between the cities of
Irving, Coppell, and Lewisville, the City of Coppell is obligated to pay for their share
(20/91) of the before-mentioned items. We, therefore, request that the amount of
$230,580.00 be forwarded to the City of Irving at this time, calculated as follows:

Regarding Engineering Design expenses, the City of Irving has, of course, incurred
expenses over the past several years. This effort began before the contract between
Irving, Coppell and Lewisville was fully envisioned. There is, therefore, no separate
accounting of costs eligible for reimbursement versus non-eligible costs. We are in the
process of summarizing these costs and developing a fair method of pro-rating expenses.
Any thoughts you have would be appreciated.
We apologize for not keeping you better informed of the progress of this project. We will
do so in the future. Please let me know if there is any additional information needed to
justify or document these expenses.

DISCUSSION:
On Friday, February 9, 1996 at 10:00 A.M. bids were opened for the Dallas Water supply Line
No. 3 - Section 3B and Sections 2A and 2C. The proposal for this water line installation was
structured to provide some flexibility to the City of Irving to take advantage of some possible time
savings and some possible money savings. The construction areas were divided geographically.
The proposal was set up so that one contractor would construct the entire project only if he were
the low bidder on both portions (Section B and Section 2A & 2C). Otherwise, different low
bidders would construct different portions of the improvements (i.e., one contractor for Section
3B and a different contractor for Sections 2A & 2C).
As was mentioned, not only is money a consideration of the award of this improvement. Time
also is of much importance.

RECOMMENDATION TO AWARD
It is recommended that Section 3B be awarded to J. C. Evans Construction Co., 3900 Valley
View Drive, Irving, Texas 75062 on the basis of their best and lowest bid in the amount of
$1,000,15:3.00. The bid is for 100 calendar days. An additional $19,847.00 will be needed for
testing, bringing the total project cost to $1,020,000.00.
It is also recommended that Section 2A & 2C be awarded to Pate Brothers Construction Co.,
Inc., 780 W. Mansfield Hwy., Kermedale, Texas, 76060 on the basis of their best and lowest bid
in the amount of $1,018,550.39. The bid is for 100 calendar days. An additional $11,449.61 will
be needed for testing bringing the total project cost to $1,030,000.00.
It is recommended that the contract be awarded to two contractors (I. C. Evans Construction Co.
for Section 3B and Pate Brothers Construction Co. for Sections 2A & 2C). This recommendation
is less than the total bid of J. C. Evans Construction Co. for both sections by $1:3,289.61. More
importan~y, however, structuring the projects allows two contractors to be working on different
portions of the construction at the same time. This will allow the project to be completed in
approximately 100 calendar days instead of 200 calendar days.

Award of Contract
Dear Mr. Angel:
We have checked the bids received at 10:00 a.m. on February 9, 1996, for construction of the Dallas Water
Supply Line No. 3 - Sections 3B, 2A & 2C. Enclosed are three (3) copies of the Tabulation of Bids.
The project was bid in two sections. The low bidder for Section 3B (60" pipe) was J. C. Evans Construction
Co., Inc. in the amount of $1,000, 153.00 and 100 calendar days. The low bidder for Sections 2A & 2C (54"
pipe) was Pate Brothers Construction Inc. in the amount of $1,018,550.39 and 100 calendar days. The bidders
were given the opportunity to bid both sections of the project together and offer the City a deduction if both
sections are included in the award of the contract.
The City may award the entire project (Sections 3B 2A & 2C) to the overall low bidder J. C. Evans
Construction Co., Inc. in the amount of $2,03 1,993.00 with a time of completion of 200 calendar dayS, or it
may award the project to the low bidder for each section for a total of $2,018,703.39 and a time of completion
of 100 calendar days per section. Both contractors have successfully completed projects that we have
designed which are similar to this project and each appears to be qualified to construct this project. Several
items to be considered in the decision of how to award this contract are as follows:
Advantages of Awarding Two Contracts
· There would be a cost savings of about $13,000.
· The time of completion of the work would be shortened by about 90 days.
(60" pipe is not scheduled to be delivered until about 10 days after the 54" pipe)
Disadvantages of Awarding Two Contracts
· Dealing with two contacts, sets of shop drawing submittals, pay requests, subcontractors and so
forth will make administration of the contracts more time consuming.

Disadvantages of Awarding Two Contracts
· There will be some extra coordination required' for testing against the 48" butterfly valve installed
by the contractor awarded Section 3B since the contractor awarded Section 2A will also be testing
against the same butterfly valve.
· The City directed Gifford-Hill-American, Inc. to begin manufacture of the pipe in order to expedite
the project. The preliminary pipe laying drawings did not include any closures, which may be
required if two contractors are involved in the project. However, this should be handled between
the contractors and Gifford-Hiil-American, Inc. to avoid the manufacture of any extra pipe and
should not result in additional cost to the City.
· There would be two contractors, both needing a staging area at about the same time.
We do not take exception to the choice of award to either two contractors or one; however, the project could
be managed more easily with a single contractor. We are available to discuss this matter with you at your
convenience.
