Gibbs Station 2-CS100212MEMORANDUM FROM THE DEPARTMENT OF ENGINEERING To: Libby Ball, City Secretary From: Ken Griffin, P.E., Director of Engineering/Public Works Date: February 12, 2010 RE: Installation of a Multi -way Stop Sign at the Intersection of Gibbs Crossing and Village Parkway I have performed an engineering investigation of the intersection of Gibbs Crossing and Village Parkway and determined that sight visibility from eastbound Gibbs Crossing looking north on Village Parkway is inadequate to safely enter the intersection based on the curvature of Village Parkway and existing trees. There is less than 200 feet of visibility from Gibbs Crossing looking north on Village Parkway. The City of Coppell Subdivision Regulations require a minimum of 200 feet sight visibility for a safe intersection. Based on my engineering investigation, I then reviewed the multi -way stop sign application that is provided for in the Texas Manual on Uniform Traffic Control Devices ( TMUTCD). Section 2B.07 of the TMUTCD states in section C under the option criteria, that a multi -way stop sign may be considered at "locations where a road user after stopping cannot see conflicting traffic and is not able to safely negotiate the intersection unless conflicting cross traffic is also required to stop ". Based on the lack of adequate sight distance and in accordance with section 8 -2 -2 of the City of Coppell Code of Ordinances, I am authorizing the installation of a multi -way stop sign at the intersection of Gibbs Crossing and Village Parkway. In accordance with section 8- 2 -10A, I am providing you a copy of this memo so that it can be filed and maintained as part of the official papers of the office of the City Secretary.
