It's ok to send a follow up letter, but it should not be sent certified mail. Just use regular mail.

He met a man on the project today who was looking at their interior erosion control. Apparently he
represents David Weekley Homes and wondered where their SWPPP was posted. They don't have one
and haven't from the beginning. Larry wants to send another certified letter about 3 erosion control items
that will keep Hawkins from getting his final acceptance. I told him I would send you an email & that you
would decide whether to send one.
