• Attached is a revised ROW document for the Stewart Property that shows a portion of it as "Apparent
Usage ". This can be used by the appraiser in determining the value of the property. Hopefully, this will
help you get a better price from the owner.
• On the Tate Property, I have located the well and I don't think it will be wise to leave it in place. It will be
located in the ROW, near to the driveway, and the top of it will need to be raised 4 -6 feet due to the fill.
Then you have the issue of having a private well on public property and granting access for maintenance
and use. While this can be done, it is not ideal. Additionally, the above ground apparatus that is located in
the adjacent building will need to be relocated as the building will not be able to stay. With all of this, it
would probably be easier and more cost effective to either hook them up to city water or provide them with
a new well. We can probably find a well service company that could give you a price for this. I know that
the owner told you he did not want to connect to the city service, but you might be able to work out a
package that includes so much water per month at reduced or no cost for a set amount of time. I am not
sure if this would be allowed under Coppell's rules, but could be an option over putting in a new well. With
regards to the parking issue on that property, we should be able to layout some parking for them similar to
the property down the road.
• On the Anderson Property, we have looked at our cost for including their property in the models, and we
think it is somewhere in the $3000 -$4000 range. It is hard to break it out, but that would be reasonable.
Also, I have estimated that the amount of fill on that property to be about 5000 CY and we use $10 to $12
per yard for our current prices. That would put it in the $50,000 to $60,000 range to include it with the
construction of Freeport.

Being a 0.343 of an acre tract of land situated within the JOHN F. VEST Survey,
Abstract No. 1508, and being all that certain tract of land described to James Stanley
Stewart and wife, Ann Frances Stewart by deed recorded in Volume 68244, Page
1747, Deed Records, Dallas County, Texas, and being more particularly described by
metes and bounds as follows:
COMMENCING at a 518 inch iron rod found for the southeast corner of said Stewart
tract, same being on the north line of a tract of land described to the City of Coppell by
deed recorded in Volume 2000242, Page 6802, of said Deed Records;
THENCE South 89 °45'57" West, with the south line of said Stewart tract, a distance of
376.10 feet to a 518 inch capped iron rod stamped "TNP" set on said south line, and
being the POINT OF BEGINNING of the herein described tract;
THENCE South 89 °45'57" West, continuing with said south line, a distance of 64.61
feet to a point for the southwest corner of said Stewart tract, same being the northwest
corner of said Coppell tract, and being also on the east right -of -way line of Freeport
Parkway (a variable width right -of -way);
THENCE North 00 °07'57" East, with the west line of said Stewart tract, and said east
right -of -way line, a distance of 247.10 feet to a point for the northwest corner of same,
and being also the southwest corner of a tract of land described to Alford Coppell Real
Estate Holdings, L.L.C. by deed recorded in Volume 99161, Page 2551, of said Deed
Records;
THENCE North 89 °45'57" East, departing said east right -of -way line and with the north
line of said Stewart tract, a distance of 56.38 feet to a 518 inch capped iron rod
stamped "TNP" set on the north line of same;
THENCE South 01'46'35" East, over and across said Stewart tract, a distance of
247.18 feet to the POINT OF BEGINNING and containing 0.343 of an acre of land,
