City Engineer City of Coppell Post Office Box 478 Coppell, Texas 75019 Dear Mr. Ginn: We have received your request dated September 23, 1987, with supporting technical documentation for a Conditional Letter of Map Revision for Grape- vine Creek in Coppell. Your request has been provided to t.he appropriate engineering staff for com- pletion of the technical evaluation portion of the review. You will be noti- fied of any costs associated with the Conditional Letter of Map Revision. I note that two projects are included in your request: a Proposed Bridge Replacement at Denton Tap Road, and a proposed floodplain reclamation of portions of an 18.4'acre tract owned by Elvis and Roland Andrews. You have stipulated that the project developer will provide the necessary perpetual maintenance of the altered floodway following completion of the project and that procedures are in place for ensuring that the credited improvements are not allowed to deterioriate. It is imperative that the'City prohibit any placement of buildings or other structures on any portion 6f the proposed reclaimed area until all channeliza- tion or other activities on which the reclamation is based have been completed and an official Final Letter of Map Revision issued b~ the Federal Emergency Management Agency. The provisions for this restriction are addressed in Section 60.2(h) of the National Flood Insurance Program Regulations: "The community shall adopt and enforce floodplain management regulations based on data provided by tae Administrator. With- out prior approval of the Administrator, the community shall not adopt and enforce floodplain management regulations based upon modified'data reflecting natural or man-made physical changes." This guidance is provided you in your capacity as City Engineer for the City of Coppell, to aid in administering the provisions of the City's Flood Damage Preven- tion Ordinance in accordnance with the NFIP regulations.
