Dear Mr. Mullins:
We have checked the bids received at 10:00 a.m. on February 14, 1997, for construction of Section 3A(1) of
the Dallas Water Supply Line No. 3 project and are returning the original bid documents ~vith this letter. We
are also handing you three copies of the itemized tabulation of bids received for the project.
The low bid was submitted by BAR Constructors, Inc. of Lancaster, Texas, in the amount of $1,092,532.00 for
construction of the project. BAR also bid 140 calendar days for completion of the project in accordance with
the specifications. We have reviewed this contractor's experience, equipment list and financial status. The
information we reviewed together with our past experience working with this contractor on similar projects
leads us to believe that BAR Constructors, Inc., is qualified to successfully complete the project. Accordingly,
we recommend that the City of Irving accept the bid of BAR Constructors, Inc. and award a contract in the
amount of $1,092,532.00 for construction of Section 3A(1 ) of the Dallas Water Supply Line No. 3.
