Vista Properties-CS 881026 (2)COPPELL PUBLIC WORKS MEMORA~DUH October 26, 1988 TO: Steve Goram, Director of Publi~rks FROM: Howard Pafford, Water Foreman ~' RE: Vista Ridge Per your request I have reviewed the Vista Ridge plans (Coppell City Limits) which show water/sewer layout. You have requested that I consider three options and comment to each, listing the advantages or disadvantages. The first option I will comment on is the possibility of allowing Lewisville to supply the water and collect the sewage from this area. With this option, Lewisville would receive all water/sewer revenue from the south end of Vista Ridge north of Denton Creek, where Coppell would have the responsibility of regulating anything built in this area with its only source of revenue being the tax base from this area. Another option is to purchase water from the City of Lewisville, therefore not having to run water lines into this area for water supply.. Considering the fact that the cost for the City of Coppell to run water lines into this area would be somewhere between $300,000.00 and $600,000.00, this option may be the most economical way for Coppell to serve this area. The last option would be for Coppell to serve this area by running water lines up Denton Tap and MacArthur Boulevard to be connected to the existing lines which would, allow Coppell the benefit of receiving the revenue from water service in this area. As a compromise and a solution to having the two systems inter connect or cross, would be to totally separate the two. To accomplish this a separation would have to be made between the water and sewer in the north/south right-of-ways on Street F east of MacArthur Blvd. Then Lewisville would have to parallel the sewer lines in the north right-of-ways of Spine Road and Street F with water lines and Coppell would have to parallel the Water lines in the south right-of-ways of Spine Road and Street F with sewer lines. This, however, would mean that Coppell would have to bear the cost of running water lines into this area, along with the cost of paralleling the water line with sewer and getting the sewer across Denton Creek, which may require the installation of a sewage lift station. My feeling is that if this area is going to be in Coppell's city limits, it should be served totally by the City of Coppell's water/sewer services. This would give Lewisville and Coppell a more positive separation of water/sewer systems which long term would cause less confusion. If you have any questions regarding this matter or would like to further discuss this matter, please advise. HLP/sm
