The Coppell Municipal Utility Dis-
trict has annexed the 250-acre tract
of the Vista Ridge development
which lies within that city's limits,
officials said this week.
Lomas Realty, developers of the
Vista Ridge project, requested
annexation into the utility district
when the cities of Lewisville and
Coppell could not reach an agree-
ment on who would provide water
and sewer lines to the portion of
their development which remained
tied up in a boundary dispute.
In an annexation agreement be-
tween the two cities, Lewisville was
required to submit an option for ser-
vice. The city provided three, but
Coppell said they were not accept-
able.
"We voted Tuesday to annex the
portion of Vista Ridge that's in Cop-
pell, about 250 acres worth," said
Paul Phy attorney for the Coppell
MUD. "In the end, the and was
given to Coppeil, but the city doesn't
have a method to get water and sew-
er services there."
Phy said Lomas Realty will build
the trunk lines for water and sewer
in the area and be reimbursed when
others develop the land at a later
date.
area," he said. "They do not pay the
costa for others to receive water and
sewer services. In the end, they will
only pay for their own."
A snag in the annexation plan was
created when another developer
participating in the project, Magnolia
Properties, appeared to be goingout
of business and could not enter into
an agreement to pay for the water
services without federal approval.
"Because of the troubles with the
other developer, Lomas will front all
the costs for tying the water and
sewer lines into our system and they
will be reimbursed at a later date,"
Phy said. "Magnolia will not be in-
volved.''
Thomas Tanner, vice president of
Lomas Realty and project manager
for Vista Ridge, said the company
was pleased with the compromise.
"We asked for the annexation
agreement and are pleased with
what has occurred," Tanner said.
"We will be reimbursed for our pay-
ments to the MUD when that land is
developed."
According to Phy, Lomas Realty
will pay about $662,00 and the MUI)
will pay $190,000 in the project.
Phy said development of less than
