Consider approval to close Bethel Road between Freeport Parkway and Royal Lane
for approximately 8 weeks for the reconstruction of the trench line on the south side
of Bethel Road.

In early 1996 a sanitary sewer line was installed as per the City's Wastewater Master Plan from Grapevine
Creek west along the south side of Bethel Road. Over time the trench line for that sanitary sewer line has
been collapsing underneath the south side of Bethel Road.
In May of 1997 the City began the removal, recompaction and asphalt replacement west of Grapevine
Creek to approximately Coppell Road (south). Staff is requesting a continuance of the recompaction work
for the section between Freeport Parkway and Royal Lane. At least 3 feet of the existing trench line will
be removed and, a geo fabric will be put in and then recompacted to 100% density. In essence, we will be
attempting to create a bridge over any other bad areas in the trench line.
One of the major issues associated with the removal and replacement of a portion of the backfill is the
traffic currently on the roadway. In late 1995, City Council approved a plan whereby the east bound
traffic on Bethel Road was rerouted south at either Royal Lane or Freeport Parkway to Southwestern
Blvd. then back north on Denton Tap Road to avoid the section of roadway between Freeport Parkway
and Grapevine Creek. To expedite the project, staff is requesting Council concurrence to close Bethel
Road to traffic between Freeport Parkway and Royal Lane with the appropriate rerouting to Gateway
Blvd. to Freeport Parkway and then back to Bethel Road (see attached schematic). If the City is allowed
to close Bethel Road entirely between Freeport and Royal, the contractor has indicated that it will take
approximately two months to perform the work. This is obviously assuming that we have the appropriate
weather to remove and replace the trench line. Without the ability to close the roadway, it will be very
difficult to perform this work, especially in an expedient manner.
Staff will be available to answer any questions at the Council meeting.
