Assistant City Manager/City Engineer Discussion and consideration of amending our Agreement with Dallas County to provide additional funding to reconstruct the north portion of West Bethel Road and authorizing the Mayor to sign. February 19, 1996 On November 14, 1995, City Council approved and Agreement with Dallas County to reconstruct West Bethel Road in conjunction with the sanitary sewer improvements. The thought behind this process was that instead of having just a patch where the sewer line was being installed the City would actually have the ability to reconstruct the south side of Bethel Road and then overlay the entire section of Bethel Road at the conclusion of the project. The intent all along was to attempt to salvage the north portion of Bethel Road during construction. However, due to the construction traffic and the fact that some of the lateral support has been removed, the north section has deteriorated rapidly during construction of the sanitary sewer. Because of that deterioration, it is the opinion of not only Dallas County, but of the City of Coppell that the north section needs to be removed and reworked prior to overlaying the entire street section. The additional cost for reworking the north side of Bethel Road would come from water and sewer dollars appropriated for the construction of sanitary sewer lines. Even with the additional $45,000 cost, to reconstruct the north side of the roadway itself is still a financial bargain to the City due to the fact that Dallas County is continuing to pick up 50 % of the cost. In essence, the City of Coppell gets a roadway section where the subgrade has been reworked and recompacted and the entire surface overlaid with 2 inches of hot mix. ! am sorry that we had to reapproach Council for additional dollars to do the north side, but the gamble all along was to attempt to salvage the north side and leave it in a state where it could be just overlaid. Again, due to the construction traffic and the lack of lateral support the roadway section does need to be reworked prior to being overlaid. Staff recommend Council approval of the appropriation of the additional $45,000 and the amending of the previous contract with Dallas County. Staff will be available to answer any questions at the Council meeting. Box 478 Coppell, Texas 75019 Re: Bethel Road Project Dear Ken: It was the City of CoppeH's and Dallas County's intent to resection the south side of Bethel Road, from the west side of the Grapevine Creek bridge to Sra. 78 + 00, following the installation of the sanitary sewer line. An estimation of $149,223.88 was made based on the information outlined in the City/County Agreement, Court Order 96-034. The City and County were hopeful that thc north side of Bethel would hold up under the construction and installation of the sanitary sewer line. Since the construction began, the north side of Bethel has deteriorated rapidly. It is now apparent that the north side needs to be resectioned from Sta. 7 4-65 to East Coppell Rd. It is my opinion that we need to go ahead and budget money to incorl~rate the entire project with the understanding that the section from East Coppell Road to Sta. 78 + 00 could possibly be saved. It is highly IL~ely, however, that this section or at least most of this section will be lost due to the installation of the sanitary sewer line. Based on these thoughts and the accepted design for the south side of the roadway, I have worked up an estimate of $90,000 to resection the entire north side of Bethel. The City of Coppell and Dallas County would split this additional cost equally. Before the City of Coppell makes a final decision, I suggest we arrange an on-site meeting to discuss your options.
