Technically since Fain will be paying the contractor they (Fain) will own the pipe that is to be installed which is then deeded back to Atmos in the ""Bill of Sale" for us to maintain from that point forward. In order that Fain process this agreement is Fain Construction to be identified as the "Developer "?
