Based on the urgent need to repair Bethel Road to preserve City infrastrncmre and provide a
safe route for the traveling public, on March 31, 1998 1 declared this situation an emergency
and instructed the City Engineer to take actions necessary to expedite the repair of the
roadway. My direction to the City Engineer was offered after consultation with the Mayor
and City Council concerning the need to quickly move ahead with the repair of Bethel Road.
Contracts for the repair presented to myself by the City Engineer were executed based on the
emergency nature of the situation and consultation with the Mayor and City Council.

Please initiate the process for the reconstruction of Bethel Road as soon as poss~le in accordance with our
Purchasing Manual. However, keep in mind the fact that I consider this an emergency project that is made
necessary by continuing unforeseen damage to public property, and is an item neccssa.ry to preserve and
protect the health or safety of the residents of our city. I would ask you to utili:,e any and all means for
expediting the completion of this project, including outside consultants for design purposes and any other
measures necessary in order to complete the project in a timely manner.
I do not believe we can wait any longer for the waterline contractors to step forward and provide us the
required service, but we need to carry out our legal measures related to that situation in an expediem
