Dear Sir or Madam:
The two -year term on the above referenced maintenance bond began on February 21, 2008, the date of
final acceptance of the project. The City of Coppell has been in contact with the owner, the general
contractor and the subcontractor regarding workmanship covered under the maintenance bond since before
the term of the bond expired. (See the enclosed letters, please.) Your insured, San Saba Construction
Services, Inc., installed fire hydrants and underground water lines for the project. The potential exists that
the work is a contributing cause of the pavement failures, as those installations are where many of the
failures were discovered, and where the pavement is also continuing to deteriorate.
During two separate meetings at the site, the paving contractor assured me that the problems discovered in
the paving on Dividend Drive and Point West Boulevard would be addressed, so that further deterioration
could be prevented. As of the date of this letter, those locations have not been repaired and further
damage is occurring. The City of Coppell must, therefore, use maintenance bond monies to affect the
repairs needed in order to protect our infrastructure and vehicles from further damage.
