PIease initiate the process for the reconstruction of Bethel Road as soon as poss~ole in accordance with our
Purchasing Manual. However, keep in mind the fact that I consider this an emergency project that is made
necessary by continuing unforeseen damage to public property, and is an item necessary to preserve and
protect the health or safety of the residents of our city. I would ask you to u611~e any and all means for
expediting the completion of this project, including outside consultants for design purposes and any other
measures necessary in order to complete the project in a timely manner.
I do not believe we can wait any longer for the waterline contractors to step forward and provide us the
required service, but we need to carry out our legal measures related to that situation in an expedient
